Its been 8 years ago when two facilitators of IndoCompetence were invited by National Family Planning (FP) Board to present FP Competence. The discussion was postponed since the senior officer we talked with was retired. Two three times after that, IndoCompetence (Dewi, me and Tuti) were invited to present our approach to program person or pool of trainers of the institution.
This year, February, one of FP Officer in West Java who were invited to attend SALT and CLCP workshop on Adolescent Reproductive Health (ARH) in Tasikmalaya District of West Java contacted me to discuss how SALT approach to be inserted on their training curricula.
We have discussed and agreed the training method since SALT can't be fully trained as a sole course but it should be integrated on existing training curricula that focus on Kampung Keluarga Berencana/KB (KB is FP in Bahasa). The Kampung KB program is an approach used to develop Indonesia from the most vulnarable. poor, remote areas focus on people as part of demographic issue development. People participation is very musch instrumental to ensure that Kampung KB program is sustained. the Board realizes that FP task force need to be capasitize to be able to involve community on Kampung KB program. Currently, most of community empowerment in Indonesia is understood as distribution of money to community/poor/vulnerable that make the people depend on the grant. The mind is poor and we become poor. (quote from elderly in Uganda)
SALT is believed can stimulate change of FP field worker's mind as front-liners to involve people to actively taking part on KAmpung KB. In sum, SALT was introduced to the training that delivered to the participants into 4 sessions as bellow:
Session 1 : Introducing SALT as way of thinking as thinking.
This session is used by participant to uncover their strength and appreciate other participant as their team mate
Session 2: Building Dream on Kampung KB
This session is used to make the aware that the dream is a tool that have to be used on the field to make community feel ownership of the Kampung KB and eager to participate as it's their own dream. During the session, three immediate actions are identified as well as key person they going to see and work with
Session 3: Seven steps of CLCP used to established Kampung KB Competence
This session was not so good presented since we were run out the time. We focused on step preparing smart planning to ensure that indicator of changes are well identify and understood and we have not sufficient time to do self assessment. This decision is made since FP field workers are highly demanded to provide report in numbers like how many contraceptive use (CU) including numbers of family, infant, toddler, youths, elderly , father, women group who are involve in various groups including income generation activity one. Number of money or village budget allocated is also the most desirable achiement of the Kampung KB beside data hut and monument at the front of village main street as outdoor media campaigning Kampung KB.
Session 4: After activity Reflection after visiting community to inform them (ask them) to change short term contraceptive into long term one.
This session was quite critical since we have to adjust and make correction to our working method to make sure that we are respecting human/women's right on choosing CU. Its a kind of tinny effort to change working habit , yearly done as business as usual, that accustomed with one way communication as we called information, education and communication (EIC). However, this session is open participant's understanding that they need to change their IEC approach to make people are comfort with their approach.
So far, there are 300 participants attending the training and IndoCompetence provides distant assist to the trained FP field worker. We targeted at least 10% training alumni applying SALT in their Kampung KB and on their individual life. we are at what's up group of the training alumni and periodically stimulate critical and inspiring question to keep member sharing, learned and transfer one another. so far at least 4 - 5 members of each groups are active to share. we also shared our learning on facebook of IndoCompetence
Its been an honor for our team to be able to learn together on FP program and we able to identify and address of burning issues or challenge of community on the FP issues as follow:
1. children of migrant workers, how to take care of them well on nutrition, education and health (some of them are malnutrition, grand father/mother can't sitting them according to growth and development task)
2. Youth issues on pre-marriage sex, alcohol
3. waste management
4. how to taking care of elderly
5. family conflict (affair) that influence children's life, money matter
6. Lost of voluntarism value among people even at village level.
We have shared this training achievement to 27 district representative as learning from field , we are approaching another three FP training center in West Java to offer this learning. long way to go to be competent on the FP programm, but we are optimistic by providing this training we can develop our institutional knowledge and find more applicable SALT training method for FP at INdonesia setting.
