In your experience, what is the key to a successful National Facilitation Team (Country Team).
In particular:
- How do you go about setting one up?
- What kind of support is needed? (at the early stages / ongoing)
- What are the benefits of having a NFT or Country Team?
- What examples of success can you share that would inspire others who are looking at growing into a formal NFT?
- What are the challenges faced by NFT?
What are some useful presentations or reports in the Constellation and country teams which will shed more light on this?

I am sorry, I can answer the all those question related to NFT in Cambodia.
It seem fail or died, because we are not working together long time ago.
but I myself remain continue working on what we had trained. I am using all those skills or method in my work place and other agencies who need me help. for instance, I had offered SALT training to Leader volunteer in communities.
-Challenges: when we just saying to look for strength in communities to solve their own community problem, it seem the community people do not believe, but when they put it in practices, it surprised them that community can do with a lot of resources.
I had learned a lot form Olivia and Dusit of facilitating skill and to be flexible in behalf of a facilitator.

This is not failure - because you continue to work and transfer SALT to other communities. Perhaps there will be more opportunities in 2014 to invite some of the original members of Cambodia Competence to join the new Country Team, should it come alive.....

I think, this experience is a very good lesson... We faced almost the same situation in Madagascar... It shows that a NFT needs -like any other community- to be stimulated and accompanied.

The Sierra Leone Experience on National Facilitation Team / Country Team
Sierra Leone has come a long way in Community Life Competence and setting up strong national and international facilitators. We have 8 to 10 Active Members currently.
See list of steps and approaches identified as helpful to the SL Country Team so far:
1. Setting Up
a. It all started in the NGO world wherein colleagues trained on Competence Approach within NGOs and Ministry of Health and who showed interest in the continuity of the approach were called together to discuss and form a national partnership (team)
b. Having one or two individuals in the country ready to push the process forward will assist in coordinating the initial and ongoing team set up and structure
c. Colleagues within the Country Team mobilized/invited team members to participate in facilitating Competence Processes in their organizations whenever the is need
d. After series of engagements and experiences sharing, it was easy to identify talented facilitators within the Country Team
e. As a Country Team Leader, I recommend coaches for national and international facilitation opportunities whenever requests are received
f. There was need for series of Country Team Meetings during the initial stages of the formation of the Country Team
g. Linkage among team members obtained through telephone, email, Skype and so on
2. Support Needed
a. Inter-Country team support remained vital to enhance team progress
b. International Constellation Team Manager, Marlow, provided so much support particularly at the initial stages by keeping in touch to know how the team was progressing as well as contributing to the Annual Constellation Reports
c. Searching for opportunities to connect and link coaches for sharing and learning the Competence Approach has been another area of support
3. Benefits
a. The Country Team now has strong and knowledgeable National and international facilitators with so much experience applying the Competence Processes both nationally and internationally
b. Exposing Team members to national and international opportunities strengthened the team individually and collectively
4. Examples
a. Sierra Leone Competence Team members have participated in national facilitation sessions supported by MOHS, World Vision, Plan International, Apex International School etc
b. Sierra Leone Competence Team members participated in international forums including CLNS process in Rwanda, HIV forum in Indonesia, Papua New Guinea, World Malaria Conference in Cameron, H2P in Liberia, Community Systems Strengthening organized by Global Fund in Geneva etc
c. For example, World Vision operations in Pujehun and Bonthe districts have so much to share in teams of progresses made upon introduction of the Competence Approach in their development work particularly in Malaria. Plan International SL too has so much to share in using the Competence Approaches in their Primary Health Care projects
d. Another example, there is a village in Bonthe district, Senehun, that has progressed so well in terms of sustainable development since the Competence Facilitation process in the village. The Community continued to work on their own and take their development issues in their own hands with no support from a Competence Coach. 'When communities see positive change in their environment they are more than ready to support and be proud of themselves', my experience. There is so much to share on this village in particular.
5. Challenges
a. Due to commitments within individual agencies, Coaches find it difficult for us to meet face to face as a County Team as frequently as would be required
b. With the advent of so many approaches in the development world, Agencies tend to try any new approach that will surface so the spread of the Competence Approach tend to delay
c. To get registration within the country has been prolonged

Wow - thanks so much for this wonderfully comprehensive summary. I can see that there has been careful balance between harnessing local energy and momentum and drawing from 'outside' support. What really stands out to me here is the breadth of experiences that the SLC Team members have been exposed to, and how widely the Competence Approach is spreading as a result of this team, both within Sierra Leone but also in other countries. I really comment this NFT for all they have achieved. I believe you are an example for other country teams to follow!
Interesting what you say about agencies trying "any new approach", and how this almost creates competition for the Competence approach. Has the team ever had an opportunity to combine or collaborate with other "providers" of like-minded approaches? Is this something that the team is open to?
I didn't see anything there about funding but wondered how you have managed to fund those initial meetings and get-togethers. Did the team members pay for their own transport or did you have support?

Thank you for commending the SL Competence. We are open to exploring and working with other initiatives where possible.
The meetings were self-funded which means we provided our own transport and a member can afford to provide refreshment since we usually met at Family Kingdom Restaurant in Freetown during the initial stages.
Some members who can afford decided to give giant share of any funds needed.

- Comment la mettre en place? Nécessite au moins une personne ayant du temps qui prenne cela à cœur et qui assure la continuité et la coordination. Une répartition claire des tâches. une communication régulière entre les membres de l'équipe de soutien par skype ou facebook
- Quel type de soutien est nécessaire? (au début / en cours d’existence) L'idéal serait d'avoir une personne engagée à mi temps ou plein temps. Rencontrer au début une autre équipe de soutien pour échanger les idées de fonctionnement pour ne pas devoir réinventer la roue au point de vue administratif , outils etc..etc...)
- Quels sont les avantages d'avoir une équipe nationale? Permet l'extension du groupe et l'appropriation par les membres , Permet d'organiser des réunions régulières qui augmentent l'efficacité et la motivation et créent des amitiés. Facilite la coordination des activités sur plusieurs axes
- Quels exemples de succès pouvez-vous raconter? Cela inspirera d'autres qui voudraient créer une équipe nationale. Grâce à des réunions régulières organisées par l'équipe nationale,on se connait mieux, on s'organise et on arrive à organiser des formations de facilitateurs 4 X par an.
Belcompetence a pu au cours de ces dernières années augmenter le nombre des membres en organisant des formations des facilitateurs , (" Et après" et "Life circles" les communautés et individus au sein de Belcompetences se réunissent mensuellement en s'inspirant de l'approche SALT et partagent ensemble des expériences de la vie).
- Quelles sont les difficultés rencontrées par votre équipe nationale ? le fait que des membres responsabilisés se désengagent même sans prévenir. La non disponibilité des bénévoles. Peu de partage des informations (pas de réponses au mail, on ne lit pas les rapports...)
-Quels présentations ou rapports de la Constellation ou des équipes nationales peuvent aider à y voir plus clair sur cette question? BelCompetence a suivi l'exemple de RDCCompétence en organisant des réunions de concertation régulièrement .

Thank you for this very informative response. Belcompetence is a great example of a very grass-roots approach. You had no sponsoring organisation, the decision came from the people involved, which suggests to me that there is a very genuine sense of ownership.
The 2 initiatives; "Et Apres" and "Life Circles" - where can we learn more about these? I have a dream to develop Life Circles in UK. Perhaps one day we can have Life Circles across Europe!
I particularly appreciate your comment about learning from other Country Teams and am impressed that BelCompetence have built on the experience of RDC Competence in Congo.

Merci pour cette réponse très instructif. Belcompetence est un excellent exemple d'une approche très local. Vous n'aviez pas l'organisation de parrainage, la décision est venu des personnes concernées, ce qui me donne à penser qu'il existe une très véritable sentiment d'appartenance.
Les deux initiatives; "et après" et "Cercles de la vie» - où peut-on en savoir plus sur ceux-ci? J'ai un rêve pour développer Cercles de la vie au Royaume-Uni. Peut-être qu'un jour, nous pouvons avoir des cercles de la vie à travers l'Europe!

- Comment la mettre en place?
Au Mali, nous avons profité du projet ‘’Initiative Un cercle Une ONG’’ pour lancer les équipes de facilitation (EAA) de région d’abord ensuite l’équipe nationale de facilitation. Les EAA étaient prévues dès le départ dans le document projet appuyé par JL Lamboray. Nous avons misé sur la multi-sectorialité et la multidisciplinarité dés le départ.
L’EAA-(Petites Actions Faisables) est un mécanisme de promotion de la réponse locale développé par le Groupe Pivot Santé Population. Il se base sur la constitution des équipes multisectorielles et intersectorielles d’appui et d’apprentissage qui prônent la participation et l’apprentissage participatif aux fins :
- Quel type de soutien est nécessaire? (au début / en cours d’existence)
L’EAA a toujours fonctionné dans le cadre de projet. La difficulté a été le faible pouvoir de mobilisation des ressources locales pour appuyer l’EAA.
- Quels sont les avantages d'avoir une équipe nationale?
Les avantages sont multiples :
renforcer les capacités de tous acteurs y compris EAA
partager les leçons apprises entre divers acteurs y compris EAA
apprentissage
plaidoyer auprès des décideurs nationaux pour la promotion du SALT…
confiance entre les partenaires et les EAA
offrir un cadre de réflexion et de concertation des acteurs
- Quels exemples de succès pouvez-vous raconter? Cela inspirera d'autres qui voudraient créer une équipe nationale.
EAA par région (province) au Mali. EAA multidisciplinaire (tous les secteurs sont représentés) pour faciliter l’engagement de tous les secteurs.
ENF comprend les trois secteurs
EAA par commune du District de Bamako avec la même composition que ci-dessus.
- Quelles sont les difficultés rencontrées par votre équipe nationale ?
Domination de l’esprit projet (les gens se rencontrent plus pour réaliser les activités de projet financé)
Il est important que les questions de ressources soient clarifiées dès le départ
Perdre de vue la mission de l’ENF
-Quels présentations ou rapports de la Constellation ou des équipes nationales peuvent aider à y voir plus clair sur cette question?

Merci de partager cette expérience du Mali compétence. Ce que je trouve étonnant, c'est la façon différente à chaque équipe nationale de facilitation est, en termes de mise en place et la gestion, mais comment les réponses de sel et locales unissent chacun d'entre nous.
Il est intéressant de noter que votre équipe a été mis en place avec l'appui d'un projet externe. L'équipe va continuer une fois que le projet est terminé et le «soutien» est terminée? Comment allez-vous faire cela?

Thank you for sharing this experience from Mali Competence. What I find amazing is how different each National Facilitation Team is, in terms of set-up and management, but how SALT and local responses unite all of us.
It is interesting that your team was set up with the support of an external project. Will the team continue once the project is over and the "support" is finished? How will you do this?
