Fighting unemployment with SALT / CLCP --- Lutter contre le chômage avec le SALT/PCCV

During the month of April 2018, Loli, Luc and Sophie Piquemal were invited to meet various associations of a city in the suburbs of Paris (France), Les Mureaux. That invitation aimed at investigating to what extent the Constellation could collaborate with a local initiative of "Mieux vivre ensemble" (living together better) implemented by a group of associations (a Territorial Pole for Economic Cooperation) called "Vivre les Mureaux".

The basic idea of ​​that group is to give another picture of the cities in which populations of more than 100 different nationalities grow and live. Thus, the city of Les Mureaux, in the Yvelines, launched a vast initiative to fight against unemployment of more than 20% and attract tourists on its banks of the Seine.

During our visit, we were able to meet local associations such as LMD - Les Mureaux Debout - founded by two personalities from the Musicians' district. In October 2016, a social landlord urged these young people to lead a large room on the ground floor of a Louis Blériot building. The association helps tenants and also welcomes people from outside the area, who take advantage of the canteen, hairdressing salon, laundromat, photo studio. So many opportunities offered at very competitive prices. Many other initiatives began to emerge in a climate of rebirth and rediscovery of the others.

The objectives of our visit to Les Mureaux were:

1. Meet the actors of the Territorial Pole of Economic Cooperation (TCEP) and have a better understanding of the objectives and activities undertaken with the project;
2. Present the Constellation approach to these actors and local partners;
3. Co-create, as appropriate, a collaborative project between TCEP and Constellation.

This project aims at restoring a positive image of the city of Les Mureaux; in recent years, this city has been affected by periods of urban violence and tensions between the populations of disadvantaged neighborhoods, city authorities and local populations. These tensions result in particular from endemic unemployment which appeared rapidly following the departure of important industries.

During a regular information meeting, in the presence of citizens, the Mayor, associations and a journalist from France Culture, we were able to congratulate the inhabitants of Les Mureaux and the local authorities for their initiative and to mark the interest of the Constellation to learn from what is happening in this city.

The values ​​highlighted in the project "Vivre les Mureaux" are very similar and complementary to those promoted by the SALT / CLCP approach:

The SALT approach clearly defines a way of interacting and a working perspective that allows systematization and replication of the efforts of the different members of "Vivre les Mureaux". This in full respect of the values ​​carried by the project. The Community Life Competence Process (CLCP) is action-oriented with simple tools and a practical division of tasks into small actions that can be implemented from local resources. The combination SALT + CLCP is a powerful combination to restore the confidence of actors and project leaders in their capacities and strengths to contribute to the development of their community and their city.

The proposed approach is therefore to train the main field actors (the complices), members of the collective and the authorities involved, so that they can work with the project leaders in an appreciative and constructive way, while involving at best the community around the different projects. A guarantee of sustainability for these local initiatives is of course the active participation and the opening of a permanent dialogue. In addition, the process will allow for constant learning, which will improve project implementation.

Au cours du mois de d’avril 2018, Loli, Luc et Sophie Piquemal ont été invité à rencontrer diverses associations d’une ville dans la périphérie de Paris (France), Les Mureaux. Cette invitation avait pour but de voir dans quelle mesure la Constellation pourrait collaborer avec une initiative locale du « Mieux vivre ensemble » mise en œuvre par un collectif d’associations, le Pôle Territorial de Coopération Economique baptisé « Vivre les Mureaux ».

L’idée de base de ce collectif est de donner une image différente des cités dans lesquelles grandissent et vivent des populations de plus de 100 nationalités différentes. Ainsi, la ville des Mureaux, dans les Yvelines, a lancé une vaste initiative pour lutter contre un chômage de plus de 20% et attirer des touristes sur ses bords de Seine. 

Au cours de notre visite, nous avons ainsi pu rencontrer des associations locales telle que LMD - Les Mureaux Debout - fondée par deux figures du quartier des Musiciens. En octobre 2016, un bailleur social a incité ces jeunes à piloter un grand local au rez-de-chaussée d'un immeuble rue Louis Blériot. L'association vient en aide aux locataires et accueille aussi des personnes étrangères au quartier, qui profitent de la cantine, du salon de coiffure, de la laverie solidaire, du studio photo. Autant d'opportunités offertes à des prix très compétitifs. De multiples autres initiatives ont commencé à voir le jour dans un climat de renaissance et de redécouverte de l’autre.

Les objectifs de notre visite aux Mureaux étaient :

1. Rencontrer les acteurs du Pôle Territorial de Coopération Economique (PTCE) et avoir une meilleure compréhension des objectifs et des activités entreprises avec ce projet ;
2. Présenter l’approche de la Constellation à ces acteurs et aux partenaires locaux ;
3. Co-construire, le cas échéant, un projet de collaboration entre le PTCE et la Constellation.

Ce projet vise à restaurer une image positive de la ville des Mureaux ; cette ville a été, dans les années passées, affectée par des périodes de violence urbaine et de tensions entre les populations des quartiers défavorisés, les autorités de la ville et les populations locales. Ces tensions résultent notamment d’un chômage endémique apparu rapidement suite au départ d’industries importantes.

Au cours d’une réunion d’information régulière, en présence des citadins, du Maire, des associations et d’une journaliste de France Culture, nous avons pu féliciter les habitants des Mureaux ainsi que les autorités locales pour leur initiative et marquer l’intérêt de la Constellation à apprendre de ce qui se passe dans cette ville.

Les valeurs mises en avant dans le projet « Vivre les Mureaux » sont très similaires et complémentaires à celles promues par l’approche SALT/PCCV (Processus de Compétence Communautaire pour le Vie) :

 

L’approche SALT définit clairement une façon d’interagir et une perspective de travail qui permet une systématisation et une réplication des efforts des différents membres de « Vivre les Mureaux ». Ceci dans le plein respect des valeurs souhaitées par le projet. Le processus de Compétence Communautaire pour la Vie (PCCV) est orienté vers l’action grâce à des outils simples et un découpage pratique des tâches en petites actions faisables à partir des ressources locales.  La combinaison SALT + PCCV est une puissante combinaison pour restaurer la confiance des acteurs et des porteurs de projets en leurs capacités et forces à contribuer au développement de leur communauté et de leur ville.

La démarche proposée est donc de former les principaux acteurs de terrain (les complices), membre du collectif et autorités impliquées, afin qu’ils puissent travailler avec les porteurs de projets d’une façon appréciative et constructive, tout en impliquant au mieux la communauté qui entoure ces différents projets. Une garantie de pérennité pour ces initiatives locales est bien évidemment la participation active et l’ouverture d’un dialogue permanent. De plus, le processus permettra un apprentissage constant, gage d’amélioration de la mise en œuvre des projets.

It may be both.... the first concern is to reduce high unemployment rate in the city/area. It is assumed to be one of the major determinant of the social tensions and violence in some neighborhoods.

Now, as the intention is to make sustainable changes in these communities, they are looking for meaningful jobs. And also because they are creating them in a specific sector (Tourism), they need to "make sense".
