A Visit to Harijan Palli: Unveiling the Harsh Realities

On 6th July, 2024 Shahida and I, from the BRED team, recently visited Harijan Palli in Tan Bazar, Narayanganj. We were accompanied by representatives from SALT implementing partners in Bangladesh, including Ritu and Mr. Newaz from Global Fund for Children (GFC) under the arrangement of Alokito Kuri. This article aims to shed light on the conditions faced by the residents of Harijan Palli.
Despite residing in the city, the families of Harijan Colony live in conditions that starkly contrast with urban life. These individuals, who clean the city every day, inhabit an environment characterized by filth, stench, and unsanitary conditions. Their living situation is dire, with shacks crowded in dense areas, offering no guarantee of basic necessities.
Housing Crisis and Municipal Neglect
Harijan Palli in Tan Bazar, Narayanganj, is home to many Harijan families. Another colony in the city's old ground revealed living spaces resembling small huts, with entire families cramped into single rooms. Despite promises of "residential buildings for cleaners" from the Narayanganj Municipality, the initiative remains unfulfilled even after three years. Consequently, many families live in old, dilapidated structures, risking their lives. They have taken it upon themselves to build small houses in abandoned areas, which are essentially huts with broken roofs, fences, doors, and windows. The lack of designated garbage disposal areas exacerbates their misery.
Struggles for Basic Amenities
Pinki Didi from the colony highlighted the severe shortage of safe water, inadequate toilet facilities, and the lack of specific bathrooms. The Harijans earn a meager 3,000 Taka a month as municipal cleaners, which is insufficient to meet their needs. To supplement their income, they clean houses in the city. Ratan Dada one of the resident of Harijan palli expressed concerns about the future of the children, teenagers, and youths in the colony, noting that women in the Hindu Harijan community face significant discrimination.
Unemployment and Lack of Opportunities
Unemployment is a major issue among the youth of Harijan Palli. They struggle to find work in the municipality or other institutions, as cleaner positions are often filled by Bengalis. Many families lack an earning member and are excluded from various government social safety nets. Despite these hardships, some children in Harijan Palli are pursuing education. The colony has a pre-primary institute, but most students drop out before completing their SSC due to poverty, forcing them into their ancestral profession and halting their educational careers.
A Glimmer of Hope
Through group SALT activities, children and youth in the colony have identified their problems and are actively working to solve them. There is a growing interest in collective action across all ages, offering a glimmer of hope amidst the prevailing hardships.
In conclusion, the visit to Harijan Palli revealed the stark realities faced by its residents. While the municipality's promises remain unfulfilled, the resilience and determination of the Harijan community to improve their living conditions offer a ray of hope for the future.

হরিজন পল্লী পরিদর্শন: কঠোর বাস্তবতা উন্মোচন
6ই জুলাই, 2024 তারিখে শাহিদা এবং আমি, BRED টিম থেকে, সম্প্রতি নারায়ণগঞ্জের টান বাজারে হরিজন পল্লী পরিদর্শন করি। আমাদের সাথে বাংলাদেশে SALT বাস্তবায়নকারী অংশীদারদের প্রতিনিধিরা ছিলেন, যার মধ্যে ছিলেন আলোকিতো কুরির আয়োজনে গ্লোবাল ফান্ড ফর চিলড্রেন (GFC) থেকে রিতু এবং জনাব নেওয়াজ ভাই। এই নিবন্ধটির লক্ষ্য হরিজন পল্লীর বাসিন্দাদের পরিস্থিতির উপর আলোকপাত করা।
শহরে বসবাস করা সত্ত্বেও, হরিজন কলোনীর পরিবারগুলি শহুরে জীবনের সাথে সম্পূর্ণ বিপরীত পরিস্থিতিতে বাস করে। এই ব্যক্তিরা, যারা প্রতিদিন শহর পরিষ্কার করে, নোংরা, দুর্গন্ধ এবং অস্বাস্থ্যকর অবস্থা দ্বারা চিহ্নিত পরিবেশে বসবাস করে। তাদের জীবনযাত্রার অবস্থা ভয়াবহ, ঘন এলাকায় খুপরি ভিড় করে, মৌলিক প্রয়োজনীয়তার কোন নিশ্চয়তা নেই।
আবাসন সংকট এবং পৌরসভার অবহেলা
নারায়ণগঞ্জের টান বাজারের হরিজন পল্লীতে অনেক হরিজন পরিবারের বসবাস। শহরের পুরানো গ্রাউন্ডে আরেকটি উপনিবেশ প্রকাশ করেছে যে বসবাসের জায়গাগুলি ছোট কুঁড়েঘরের মতো, সমগ্র পরিবারগুলি একক কক্ষে আবদ্ধ। নারায়ণগঞ্জ পৌরসভা থেকে "পরিচ্ছন্নতাকর্মীদের জন্য আবাসিক ভবনের" প্রতিশ্রুতি সত্ত্বেও, উদ্যোগটি তিন বছর পেরিয়ে গেলেও অপূর্ণ রয়ে গেছে। ফলস্বরূপ, অনেক পরিবার তাদের জীবনের ঝুঁকি নিয়ে পুরানো, জরাজীর্ণ কাঠামোতে বসবাস করে। তারা নিজেরাই পরিত্যক্ত এলাকায় ছোট ঘর তৈরির দায়িত্ব নিয়েছে, যেগুলো মূলত ভাঙা ছাদ, বেড়া, দরজা এবং জানালা দিয়ে ঝুপড়ি। নির্ধারিত আবর্জনা নিষ্পত্তি এলাকার অভাব তাদের দুর্দশা বাড়িয়ে তোলে।
মৌলিক সুবিধার জন্য সংগ্রাম
কলোনির গোলাপী দিদি নিরাপদ পানির তীব্র অভাব, অপর্যাপ্ত টয়লেট সুবিধা এবং নির্দিষ্ট বাথরুমের অভাব তুলে ধরেন। হরিজনরা পৌরসভার পরিচ্ছন্নতাকর্মী হিসেবে মাসে 3,000 টাকা আয় করে, যা তাদের চাহিদা মেটাতে অপ্রতুল। তাদের আয়ের পরিপূরক হিসাবে, তারা শহরে ঘর পরিষ্কার করে। হরিজন পল্লীর বাসিন্দাদের একজন রতন দাদা উপনিবেশের শিশু, কিশোর এবং যুবকদের ভবিষ্যত নিয়ে উদ্বেগ প্রকাশ করেছেন, উল্লেখ করেছেন যে হিন্দু হরিজন সম্প্রদায়ের নারীরা উল্লেখযোগ্য বৈষম্যের সম্মুখীন হয়।
বেকারত্ব এবং সুযোগের অভাব
হরিজন পল্লীর যুবকদের মধ্যে বেকারত্ব একটি প্রধান সমস্যা। তারা মিউনিসিপ্যালিটি বা অন্যান্য প্রতিষ্ঠানে কাজ খুঁজে পেতে হিমশিম খায়, কারণ পরিচ্ছন্নতার পদগুলি প্রায়ই বাঙালিরা পূরণ করে। অনেক পরিবারে উপার্জনক্ষম সদস্যের অভাব রয়েছে এবং বিভিন্ন সরকারি সামাজিক নিরাপত্তা জাল থেকে তাদের বাদ দেওয়া হয়েছে। এসব প্রতিকূলতার মধ্যেও হরিজন পল্লীর কিছু শিশু লেখাপড়া করছে। কলোনীতে একটি প্রাক-প্রাথমিক ইনস্টিটিউট রয়েছে, কিন্তু বেশিরভাগ শিক্ষার্থী দারিদ্র্যের কারণে তাদের এসএসসি শেষ করার আগেই ঝরে পড়ে, তাদের পৈতৃক পেশায় বাধ্য করে এবং তাদের শিক্ষাজীবন বন্ধ করে দেয়।
আশার এক ঝলক
গ্রুপ সল্ট কার্যক্রমের মাধ্যমে, কলোনির শিশু ও যুবকরা তাদের সমস্যা চিহ্নিত করেছে এবং সেগুলো সমাধানের জন্য সক্রিয়ভাবে কাজ করছে। সমস্ত বয়স জুড়ে সমষ্টিগত কর্মের প্রতি আগ্রহ বাড়ছে, বিরাজমান কষ্টের মধ্যেও আশার ঝলক দেখায়।
উপসংহারে, হরিজন পল্লী পরিদর্শন এর বাসিন্দাদের মুখোমুখি বাস্তবতা প্রকাশ করে। যদিও পৌরসভার প্রতিশ্রুতিগুলি অপূর্ণ থেকে যায়, হরিজন সম্প্রদায়ের তাদের জীবনযাত্রার উন্নতির জন্য স্থিতিস্থাপকতা এবং সংকল্প ভবিষ্যতের জন্য একটি আশার আলো দেয়।
