Report on Community Toilet Issue and Its Solution

In Folwariyan Tola, Maharajganj, a community toilet was built about two years ago by the government and the Gram Pradhan for the people. The purpose of this toilet was to provide safe and clean sanitation facilities to the community. However, at that time, people did not know how to use the toilet properly or how to keep it clean.

Due to a lack of ownership, the condition of the toilet became very poor. People could not use it properly, it became dirty, and some parts were damaged. The plaster of the walls was also broken. Because of this situation, the Gram Pradhan had to lock the toilet.

Later, the government repaired the toilet, fixed the plaster, and cleaned the area. But even after the repair, the toilet remained locked and was not used by the community.

When our team visited the community and spoke with the people, especially the women, they shared their experiences. They said that earlier they did not understand the importance of toilets or how to use them properly. Because of this, they did not take responsibility for using or maintaining them.

They also shared that earlier they had to go outside for open defecation. During this, they faced many problems. At night, they often felt unsafe and faced misbehavior. Sometimes, landowners would shout at them and chase them away.

Later, Preeti started the SALT (Stimulate, Appreciate, Learn and Transfer) process, and during the ARC meeting, this issue came out as a major problem. Women openly discussed it.

After that, Preeti continued working with the same group of women through regular SALT meetings. First, their strengths were identified. Earlier, women were not using the toilet because they did not feel responsible for it and did not understand its importance. Through discussions, they realized their strength as a group and started taking collective responsibility.

The community took action by requesting to open the locked toilet and decided to use and maintain it properly. With regular meetings and follow-ups, a sense of ownership slowly developed among the women.

Through this process, the women learned how to properly use the toilet, how to keep it clean, and why it is important. Now they clean the toilet regularly, maintain hygiene, and take turns to ensure it stays usable.

Now, not only women but also men and children in the family are using the toilet regularly.

Women also shared that now they think about the safety of their daughters and do not want them to face the same problems. Earlier they were scared, but now they feel safe and can use the toilet with dignity and privacy.

Now, ten women seven men and children, community are regularly using the toilet, which shows a positive change.

As a result of this process, two toilets are now in use in the community, and ten water tanks have also been built. This positive change happened because of active participation and ownership by the community, especially the women.

Conclusion: We also learned an important lesson from this process: if facilities are provided before people feel ownership, they may not value or use them properly. It is important that the community first understands its problems and takes responsibility. When people feel ownership, they use the facility properly and also take care of it. This example shows that providing facilities alone is not enough. Ownership and community participation are very important. Through the SALT process, the community not only understood their problem but also took action and found a sustainable solution themselves.

फुलवरियन टोला, महाराजगंज में लगभग दो साल पहले सरकार और ग्राम प्रधान द्वारा एक समुदायिक शौचालय बनाया गया था। इसका उद्देश्य लोगों को सुरक्षित और साफ शौच की सुविधा देना था। लेकिन उस समय लोगों को शौचालय का सही उपयोग और उसकी सफाई के बारे में जानकारी नहीं थी।
जिम्मेदारी की कमी के कारण शौचालय की हालत खराब हो गई। लोग इसका सही उपयोग नहीं कर पाए, वह गंदा हो गया और कुछ हिस्से टूट भी गए। दीवारों का प्लास्टर भी टूट गया था। इस कारण ग्राम प्रधान को शौचालय को बंद करना पड़ा।
बाद में सरकार ने शौचालय की मरम्मत करवाई, प्लास्टर ठीक कराया और सफाई भी करवाई। लेकिन इसके बाद भी शौचालय बंद ही रहा और लोग इसका उपयोग नहीं कर रहे थे।
जब हमारी टीम ने गांव में जाकर लोगों, खासकर महिलाओं से बात की, तो उन्होंने अपने अनुभव साझा किए। उन्होंने बताया कि पहले उन्हें शौचालय के महत्व और उपयोग के बारे में समझ नहीं थी, इसलिए वे इसकी जिम्मेदारी नहीं ले रही थीं।
पहले उन्हें खुले में शौच के लिए जाना पड़ता था, जिससे उन्हें कई परेशानियों का सामना करना पड़ता था। रात में उन्हें डर लगता था, असुरक्षा महसूस होती थी और कभी-कभी लोगों के गलत व्यवहार का सामना भी करना पड़ता था। जमीन के मालिक भी उन्हें डांटकर भगा देते थे।
इसके बाद प्रीति ने SALT (Stimulate, Appreciate, Learn and Transfer) प्रक्रिया शुरू की। ARC मीटिंग के दौरान यह समस्या सामने आई और महिलाओं ने खुलकर इस पर चर्चा की।
फिर प्रीति ने नियमित बैठकों के माध्यम से महिलाओं के साथ काम जारी रखा। सबसे पहले उनकी ताकत को पहचाना गया। धीरे-धीरे महिलाओं को समझ आया कि वे मिलकर इस समस्या का समाधान कर सकती हैं।
समुदाय ने मिलकर फैसला लिया कि बंद शौचालय को खुलवाया जाए और उसकी देखभाल की जाए। नियमित बैठकों और प्रयासों से महिलाओं में जिम्मेदारी और अपनापन बढ़ने लगा।
अब महिलाओं ने शौचालय का सही उपयोग करना, सफाई रखना और उसकी देखभाल करना सीख लिया है। वे बारी-बारी से सफाई करती हैं और उसे उपयोग योग्य बनाए रखती हैं।
अब सिर्फ महिलाएं ही नहीं, बल्कि पुरुष और बच्चे भी शौचालय का नियमित उपयोग कर रहे हैं।
महिलाओं ने यह भी बताया कि अब वे अपनी बेटियों की सुरक्षा के बारे में सोचती हैं और नहीं चाहतीं कि उन्हें पहले जैसी समस्याओं का सामना करना पड़े। पहले वे डरती थीं, लेकिन अब वे सुरक्षित महसूस करती हैं और सम्मान के साथ शौचालय का उपयोग कर पा रही हैं।
अब लगभग 10 महिलाएं, 7 पुरुष और बच्चे नियमित रूप से शौचालय का उपयोग कर रहे हैं, जो एक सकारात्मक बदलाव को दर्शाता है।
इस प्रक्रिया के परिणामस्वरूप अब गांव में दो शौचालय उपयोग में हैं और 10 पानी की टंकियां भी बनाई गई हैं। यह बदलाव समुदाय की भागीदारी और जिम्मेदारी के कारण संभव हुआ, खासकर महिलाओं की सक्रिय भूमिका से।
सीख:
इस प्रक्रिया से हमें यह सीख मिली कि केवल सुविधा उपलब्ध कराना ही काफी नहीं है। जब तक लोग उसकी जिम्मेदारी नहीं समझते, तब तक वे उसका सही उपयोग नहीं करते।

यह उदाहरण दिखाता है कि समुदाय की भागीदारी और जिम्मेदारी बहुत जरूरी है। SALT प्रक्रिया के माध्यम से लोगों ने अपनी समस्या को समझा और खुद मिलकर उसका स्थायी समाधान निकाला।
