Department of Science and Technology Regional Office No. VIII values Community Role in Rural Development

I am a Visiting Instructor of PhD Technology Management at SLSU Main Campus - Sogod, So. Leyte and Administrative Officer V at DOST Regional Office No.VIII. The office believes in the importance of the CLCP process in community development. The assistance given by our office to the community has an impact if we use CLCP as a tool in identifying the needs of the community.


1st day of community self-assessment - Community Life Competence Process (CLCP) at Tanauan, Leyte. The presence of Mayor Gina Merilo (in orange dress) enlivened the activity. We observed that communities have their own resources, strenghts, & responsibility towards each other. The DOST VIII can assists them through technology trainings, upgrading production, scholarships, assistance to small enterprises and shared facilities. They have a Champion, their Mayor. And, at the DOST VIII side, the Provincial S&T Director of Leyte, Dr. John Glenn Ocaña is always ready to extend assistance thru the DOST programs.

Lutgarda Tolentino appreciated and thanked me for continuing the application of CLCP for communities to own their process of change towards their defined vision and dreams. I salute you for believing that change for the better is possible once communities dream what and how they wanted to be. No agencies can do it alone but by working together, desired possibilities and dreams are possible.

Dr Evelyn, I admire how your department, DOST is  trying to be more responsive to  needs of the people in the communities. Through CLCP and SALT you are elevating relationships with communities and changing your way of working to accommodate community dreams. This is awesome!
