Another community identified for Department for Science and Technology program ( DOST) CEST Program. The PSTC Biliran, headed by Provincial Director Romy Dignos, in collaboration with other agencies implement the Poverty Reduction, Livelihood, and Employment Cluster (PRLEC), extending assistance to underprivileged communities.
To make sure that government funds will not be wasted, a Community Life Competence Process (CLCP)/SALT was conducted last Nov. 26-27, 2019 at Brgy. Canila, Biliran, Biliran. The brgy. is located at the top of mountain. In this event, I was surprised to see the community resilience to insurgencies.
Value of CLCP Based on their dreams, they will plan what actions to take. The government will not interfere their decisions or planning. They are empowered to plan.The government will only act if the community ask for it. In this way, they have to take care of government assistance because they are the one who asked for it. Based on their dreams, they will plan what actions to take. We will facilitate an assessment after a year, to see the progress of their plan of actions. They decide the indicators per level.
Conclusion:Empowered community will be the result. It is a long process but the lesson is that they know the value of cooperation or helping together to achieve their community dreams. Through this the community became aware of their priorities, they dream together and importantly CLCP guide them how they can be empowered. In this case, it helps the government in eradicating poverty.
