Please find attached the draft Self-Assessment developed amongst the HIVOS Partners.  It shows the Practises we would like to work on together, and the initial descriptions for Level One and Level Four/Level Five for each practise.

 

I am looking forward to the work each partner has offered to do to draft the full Five Levels for one specific practise, by the first week in March, and to the rich discussion that exercise will open up amongst us.

The Constelltation has "Acknowledgement and Recognition" as a category in its generic Self-Assessment Framework. As agreed, I've posted the levels here for our discussion. How does this fit with your experience as a HIVOS partner - could these same descriptions apply in our context?


ACKNOWLEDGEMENT AND RECOGNITION

Level 1: We know that HIV and AIDS exist.

Level 2: We know enough about HIV and AIDS to respond when something happens.

Level 3: We publicly recognize that HIV and AIDS is affecting us as a group/community and take occasional action

Level 4: We regularly discuss HIV and AIDS, and have a common program of action to respond.

Level 5:
Our response to AIDS is part of our daily life. We know our own HIV status and act from strength.

I have posted various levels of M&E and documentation for our discussion. Sorry for the delay in posting this. I am looking forward to a very enlightening discussion. The levels are as follows;

Level I

We do reporting but not systematically due to lack of a system for M & E.


Level II

We have developed and M&E framework in line with the objectives on the strategic plan but it does not answer to the individual program activities. Our emphasis is still on donor reporting.

Level III
We have a good M&E framework and system with program activities well aligned. We report to our donor with clear documentation of the program processes but although we involve the community our emphasis is more on meeting our strategic objectives

Level IV

We have a good flexible M&E system that incorporate observed emerging trends and informs review of the strategic plan in response to community needs. However community is not involved in decision making about the program direction.

Level V


We have a robust & participatory M & E system that allows input from & to the community.

I have summarised the feedback received from all of you into one self - assessment framework. I hope this will help you to see at a glance what our teams are thinking as of now.

Can you all comment whether you agree with the description of the levels as outlined in this document? If we are able to clarify, then we could use it during the upcoming regional support visits.
