‎একটি কমিউনিটির পরিবর্তন সবসময় বাইরের কোনো সহায়তা দিয়ে শুরু হয় না। অনেক সময় পরিবর্তনের সূচনা হয় তখনই, যখন মানুষ নিজেদের শক্তি চিনতে শেখে, নিজেদের সমস্যার দায়িত্ব নিজেরাই নিতে শুরু করে এবং একটি অভিন্ন স্বপ্নকে বাস্তবে রূপ দিতে একসাথে এগিয়ে আসে। (ARSHIRBAD Mohila Unnayan Samity) CLCP পদ্ধতি অনুসরণ করে SALT, Support Appreciate Listen and Transfer প্রক্রিয়ার মাধ্যমে চর বিন পাড়ায় মানুষের ভেতরের শক্তিকে জাগিয়ে তুলতে কাজ শুরু করে। তারা পুরুষ, নারী, শিশু, কিশোর-কিশোরী, বৃদ্ধ, কমিউনিটি লিডারসহ সবার সাথে পৃথকভাবে ও দলগতভাবে SALT কথোপকথন করে। এসব আলোচনায় মানুষ তাদের জীবনের গল্প, গর্বের মুহূর্ত, কমিউনিটির সমস্যা এবং ভবিষ্যতের স্বপ্ন ভাগাভাগি করে। ধীরে ধীরে দেখা যায়, ভিন্ন ভিন্ন মানুষের অভিজ্ঞতা আলাদা হলেও কিছু সমস্যা এবং কিছু স্বপ্ন সবার মধ্যেই অভিন্ন। এই অভিন্ন স্বপ্নগুলোর ওপর ভিত্তি করে একটি কমন ড্রিম বিল্ডিং সেশন আয়োজন করা হয় চরবিন পারা কমিউনিটিতে। সেখানে শিশু থেকে শুরু করে প্রবীণ, নারী-পুরুষ, যুবক-যুবতী, কমিউনিটি নেতা সবাই একসাথে অংশ নেন। সবাই মিলে আলোচনা করেন, তারা ভবিষ্যতে কেমন একটি কমিউনিটি দেখতে চান এবং সেই লক্ষ্য অর্জনের জন্য কী করা সম্ভব। দীর্ঘ আলোচনার পর একটি বিষয় সবচেয়ে বেশি গুরুত্ব পায়, চর বিন পাড়ায় কোনো টিকাদান কেন্দ্র নেই। ফলে শিশুদের নিয়মিত টিকা, ভিটামিন ক্যাপসুল এবং গর্ভবতী মায়েদের ও কিশোরীদের টিকা গ্রহণের জন্য অনেকটা পথ খোলা মাঠের মধ্যে দিয়ে হেঁটে, নদী পার হয়ে শহরে যেতে হতো, যা সবার জন্য কষ্টসাধ্য ছিল। এর ফলে অনেকে টিকা নিতেন না। এমন অনেকে বলেছে যে তারা তাদের ৫-৬ বছরের সন্তানদের এখন পর্যন্ত একটি বা দুটি টিকা দিয়েছেন। অনেক আবার একটিও দেননি। কার হিসেবে তারা বলেছে এতো দুরে টিকা নেওয়া সময়সাপেক্ষ এবং কষ্টকর ব্যপার। সমস্যাটি চিহ্নিত করার পর কমিউনিটি Self-Assessment-এর মাধ্যমে নিজেদের সক্ষমতা মূল্যায়ন করে। তারা উপলব্ধি করে যে, সমস্যার সমাধানের প্রথম পদক্ষেপ তাদের নিজেদেরই নিতে হবে। এই পর্যায়ে চর বিন পাড়ার ইয়োথ টিম "জাগরণ" নেতৃত্বের দায়িত্ব গ্রহণ করে। তারা সরকারি কর্তৃপক্ষের কাছে একটি আবেদনপত্র প্রস্তুত করে। কিন্তু শুধু আবেদন করলেই তো হবে না, এটা যে পুরো কমিউনিটির মানুষের প্রয়োজনীয়তার দাবি, সেটা প্রমাণ করাও জরুরি ছিল। সেই লক্ষ্যেই তারা পুরো কমিউনিটি থেকে এক হাজারেরও বেশি স্বাক্ষর সংগ্রহ করে। এই স্বাক্ষরগুলো আবেদনপত্রের সাথে যুক্ত করে সংশ্লিষ্ট সরকারি দপ্তরে জমা দেওয়া হয়। এরপর শুরু হয় দীর্ঘ প্রশাসনিক পথচলা। প্রথমে আবেদন জমা দেওয়া হয় সিভিল সার্জনের কার্যালয়ে। পরে সেখান থেকে সিটি কর্পোরেশনে পাঠানো হয়। এরপর আবার ইপিআই (Expanded Programme on Immunization) দপ্তরে পাঠানো হয়। প্রতিটি ধাপে অপেক্ষা, বারবার যোগাযোগ এবং নানা ধরনের প্রশাসনিক জটিলতার মুখোমুখি হতে হয়। কখনও বলা হয়েছে সময় শেষ, কখনও বলা হয়েছে নতুন বাজেটের অপেক্ষা করতে, আবার কখনও জনবলের অজুহাত দেখানো হয়েছে। অনেকের কাছে হয়তো এই পর্যায়ে হাল ছেড়ে দেওয়াটা সহজ ছিল। কিন্তু চর বিন পাড়ার মানুষ তা করেননি, কারন এটা ছিলো তাদের স্বপ্ন এবং প্রয়োজনীয়তা। প্রায় দুই বছর ধরে তারা একই লক্ষ্য নিয়ে ধৈর্য ধরে বিভিন্ন দপ্তরে যোগাযোগ অব্যাহত রাখেন। কোনো প্রতিকূলতাই তাদের স্বপ্নকে থামিয়ে দিতে পারেনি। অবশেষে তারা আবার সিটি কর্পোরেশনের জেলা প্রশাসকের কাছে বিষয়টি উপস্থাপন করেন। জেলা প্রশাসক পুরো বিষয়টি মনোযোগ দিয়ে শোনেন, কমিউনিটির প্রয়োজনীয়তা উপলব্ধি করেন এবং আবেদনপত্রে সুপারিশ প্রদান করে প্রধান স্বাস্থ্য কর্মকর্তার কাছে পাঠিয়ে দেন। এরপর প্রয়োজনীয় প্রশাসনিক প্রক্রিয়া সম্পন্ন হয় এবং চর বিন পাড়ায় একটি সরকারি টিকাদান কেন্দ্র অনুমোদন লাভ করে। অনুমোদনের পর জানানো হয়, প্রতি মাসের প্রথম সোমবার নিয়মিতভাবে এই টিকাদান কেন্দ্র পরিচালিত হবে। কার্যক্রম শুরু হওয়ার আগে টিকাদান কর্মীকে কমিউনিটির সাথে পরিচয় করিয়ে দেওয়া হয় এবং এলাকাটি ঘুরিয়ে দেখানো হয়, যাতে তিনি স্থানীয় বাস্তবতা সম্পর্কে ধারণা পান। অবশেষে জুলাই মাসের ৬ তারিখে চর বিন পাড়ায় সরকারি টিকাদান কেন্দ্রের কার্যক্রম আনুষ্ঠানিকভাবে শুরু হয়। প্রথম দিনেই ৩৭ জন শিশু ভিটামিন এ ক্যাপসুল গ্রহণ করে, ৬ জন শিশু টিকা পায় এবং ৪ জন নারী টিকা গ্রহণ করেন। এটি শুধু একটি দিনের কার্যক্রম ছিল না, বরং একটি স্থায়ী পরিবর্তনের সূচনা। এখন প্রতি মাসের প্রথম সোমবার কমিউনিটির মানুষ নিয়মিত সরকারি টিকাদান ও সংশ্লিষ্ট স্বাস্থ্যসেবা নিজেদের এলাকাতেই পাচ্ছেন। এর ফলে চরবিন পারা এবং এর আশেপাশে থাকা মানুষ মিলিয়ে প্রায় ৩০০ এর অধিক পরিবার এই স্বাস্থ্য সেবার আওতায় এসেছে। এখন থেকে শিশু, নারী এবং কিশোরীরা নিয়মিত টিকা পারে। এর ফলে তারা নানা ধরনের অনাকাঙ্ক্ষিত রোগ থেকে বেঁচে যাবে, বিকলাঙ্গ বাচ্চা জন্মের হার কমে আসবে। এর সাথে মানুষের টিকা নেওয়ার জামেলা এবং কষ্ট কমে আসবে, এতে করে আরও অধিক মানুষ টিকা নিতে আগ্রহী হবে। এই পুরো যাত্রা আমাদের একটি গুরুত্বপূর্ণ শিক্ষা দেয়, কমিউনিটির মানুষ যখন নিজেদের সমস্যাকে নিজেদের সমস্যা হিসেবে গ্রহণ করেন, নিজেদের শক্তিকে বিশ্বাস করেন এবং একসাথে কাজ করেন, তখন দীর্ঘ অপেক্ষা, প্রশাসনিক জটিলতা কিংবা বারবার ব্যর্থতার পরও পরিবর্তন সম্ভব। চর বিন পাড়ার টিকাদান কেন্দ্র কেবল একটি স্বাস্থ্যসেবা কেন্দ্র নয়; এটি কমিউনিটির ঐক্য, ধৈর্য, নেতৃত্ব এবং আত্মবিশ্বাসের একটি জীবন্ত প্রতীক। SALT প্রক্রিয়ার মাধ্যমে মানুষের ভেতরের শক্তি জাগ্রত হলে একটি স্বপ্ন কীভাবে বাস্তবে রূপ নিতে পারে, এই গল্প তারই অনন্য উদাহরণ।

A community's transformation does not always begin with external support. Very often, change begins when people recognize their own strengths, take ownership of their own challenges, and move forward together to turn a shared dream into reality. ARSHIRBAD Mohila Unnayan Samity (ARSHIRBAD), following the CLCP approach, began working to awaken the inner strengths of the people of Char Bin Para through the SALT (Support, Appreciate, Listen and Transfer) process. They conducted both individual and group SALT conversations with men, women, children, adolescents, older people, and community leaders. During these conversations, people shared their life stories, moments of pride, the challenges facing their community, and their dreams for the future. Gradually, it became clear that although people had different experiences, many of their problems and aspirations were common. Based on these shared dreams, a Common Dream Building session was organized in the Char Bin Para community. Children, older people, women, men, young people, and community leaders all participated together. They discussed what kind of community they wanted to see in the future and what could be done to achieve that vision.

After lengthy discussions, one issue emerged as the highest priority: there was no vaccination center in Char Bin Para. As a result, children had to travel a long distance on foot through open fields and cross the river to reach the town for their routine vaccinations and vitamin capsules, while pregnant women and adolescent girls also had to make the same difficult journey to receive their vaccinations. This was extremely difficult for everyone. Consequently, many people did not receive vaccinations. Several community members shared that their children, who were already five or six years old, had received only one or two vaccines, while many children had not received any at all. According to them, traveling such a long distance for vaccination was both time-consuming and physically difficult.

After identifying the problem, the community conducted a Self-Assessment to evaluate their own capacity. They realized that the first step toward solving the problem had to come from themselves. At this stage, the community youth team, "Jagoron," took the leadership role. They prepared an application to the relevant government authorities. However, they understood that submitting an application alone would not be enough. It was essential to demonstrate that this was a genuine need and demand of the entire community. Therefore, they collected more than 1,000 signatures from community members. These signatures were attached to the application and submitted to the relevant government offices.

This marked the beginning of a long administrative journey. The application was first submitted to the Civil Surgeon's Office. It was then referred to the City Corporation, and later forwarded to the Expanded Programme on Immunization (EPI) office. At every stage, the community faced long waits, repeated follow-ups, and various administrative obstacles. Sometimes they were told that the time had already passed, sometimes they were asked to wait for the next budget, and at other times they were told that there was not enough staff. For many people, this would have been the point to give up. But the people of Char Bin Para did not, because this was both their dream and a necessity. For nearly two years, they continued to pursue the same goal with patience and determination, maintaining regular communication with different government offices. No obstacle was able to stop their dream.

Eventually, they once again presented their case to the District Administrator through the City Corporation. The District Administrator listened carefully, understood the community's need, and endorsed the application before referring it to the Chief Health Officer. After the necessary administrative procedures were completed, a government vaccination center for Char Bin Para was officially approved. It was announced that the vaccination center would operate regularly on the first Monday of every month. Before the service officially started, the vaccination worker was introduced to the community and taken around the area so that they could better understand the local context.

Finally, on 6 July, the government vaccination center officially began its activities in Char Bin Para. On the very first day, 37 children received Vitamin A capsules, 6 children received vaccinations, and 4 women received vaccinations. This was not simply a one-day activity; it marked the beginning of a sustainable change. From now on, community members are able to receive regular government vaccination and related health services within their own community on the first Monday of every month.

As a result, more than 300 families, including those living in Char Bin Para and the surrounding areas, have now come under the coverage of this health service. Children, women, and adolescent girls can now receive vaccinations regularly. As a result, they will be protected from many preventable diseases, the incidence of children being born with disabilities will decrease, and the difficulties and hardships associated with accessing vaccination services will be significantly reduced. This will also encourage more people to receive vaccinations.

This entire journey teaches us an important lesson: when community members take ownership of their own challenges, believe in their own strengths, and work together, change is possible despite long waits, administrative barriers, and repeated setbacks. The vaccination center in Char Bin Para is not merely a health service facility; it is a living symbol of community unity, perseverance, leadership, and self-confidence. This story is a unique example of how a shared dream can become reality when people's inner strengths are awakened through the SALT process.
