At the beginning of our engagement with the Charbin Para community, we conducted a Personal SALT process. Through one-on-one conversations with community members, we gained a deeper understanding of their living conditions, challenges, and existing strengths. Following this, we organized a Group SALT session with people from different social and occupational backgrounds within the community. During these discussions, women highlighted what they considered to be their most pressing issue: the absence of an Expanded Programme on Immunization (EPI) center in their community. As a result, it was extremely difficult for pregnant women and young children to receive essential vaccinations on time.
To access immunization services, pregnant women and caregivers had to travel across a river to reach a distant EPI center. The physical hardship, time, and transportation costs prevented many families from accessing vaccination services regularly. Consequently, many children missed their scheduled vaccinations, increasing the risk of vaccine-preventable diseases and disabilities in the community. This had remained a major challenge for the community for many years.
Later, we facilitated a Dream Building session with community members, where participants envisioned what their ideal community would look like. During the discussion, everyone agreed that establishing an EPI center within the community should be the highest priority. Inspired by this shared vision, the young women of the Charbin Para Youth Team decided to take the lead in addressing the issue.
They began by mobilizing community support through a large-scale awareness campaign and collected nearly 1,000 signatures from community members. They then submitted a petition, along with the signatures, to the Civil Surgeon's Office. After submitting the application, they maintained regular communication with the office. However, despite their continued efforts, no effective action was taken.
Rather than giving up, the youth leaders submitted a new application to the City Corporation and continued their persistent follow-up there as well. They spent nearly two years visiting government offices, submitting applications, and advocating for their community. Despite these continuous efforts, the long-awaited EPI center had still not been established.
Undeterred, the courageous young women of the Youth Team eventually secured a meeting with the City Corporation Administrator. They explained the realities faced by their community, highlighting the hardships experienced by pregnant women and children, as well as the risks associated with missing routine vaccinations. Impressed by their determination, commitment, and well-founded arguments, the Administrator assured them that the matter would be given serious consideration and referred them to the responsible official in the Health Department.
During the meeting, the Health Department official initially explained that several EPI centers were already operating within the ward. The Youth Team then clarified the actual situation, explaining that those centers were located far from Charbin Para and could only be reached by crossing a river. As a result, most families were unable to access immunization services regularly. After listening to their explanation and understanding the reality on the ground, the official agreed to review the matter and asked them to return after two days.
When they returned two days later, they were instructed to contact the relevant Expanded Programme on Immunization (EPI) office. Shortly afterward, official approval was granted, confirming that regular immunization services would begin in Charbin Para from 6 July.
Finally, after two years of relentless effort, patience, leadership, and continuous advocacy, the long-cherished dream of the Charbin Para community became a reality. Pregnant women and young children no longer need to cross the river to receive essential vaccinations. They can now access safe and regular immunization services within their own community.
In July alone, the newly established EPI center provided vaccinations to 4 women and 6 children. In addition, 37 children received Vitamin A capsules through the center.
Today, the people of Charbin Para have a renewed sense of relief and hope. Women, in particular, believe that their long-standing hardship has finally come to an end. This achievement demonstrates that when community members unite and young people lead with perseverance, dedication, and patience, even challenges that once seemed impossible can be overcome.
The success of Charbin Para is more than the establishment of an EPI center. It is a powerful example of how community participation, youth leadership, women's empowerment, and citizen-led advocacy can bring about meaningful and lasting social change.

চরবিন পাড়া কমিউনিটিতে আমাদের কার্যক্রমের শুরুতেই আমরা Personal SALT পরিচালনা করি। এই প্রক্রিয়ায় কমিউনিটির মানুষের সঙ্গে ঘনিষ্ঠভাবে কথা বলে তাদের জীবনযাত্রা, সমস্যা ও সম্ভাবনা সম্পর্কে জানার সুযোগ হয়। এরপর কমিউনিটির বিভিন্ন শ্রেণি-পেশার মানুষকে নিয়ে Group SALT পরিচালনা করা হয়। এই আলোচনায় বিশেষ করে নারীরা তাদের সবচেয়ে বড় সমস্যার কথা তুলে ধরেন। তারা জানান, তাদের কমিউনিটিতে কোনো টিকাদান (EPI) কেন্দ্র নেই। ফলে শিশু ও গর্ভবতী মায়েদের সময়মতো প্রয়োজনীয় টিকা গ্রহণ করা অত্যন্ত কঠিন হয়ে পড়ে।
টিকা নিতে হলে গর্ভবতী নারী ও ছোট শিশুদের নিয়ে নদী পার হয়ে অনেক দূরের একটি কেন্দ্রে যেতে হতো। যাতায়াতের কষ্ট, সময় ও আর্থিক ব্যয়ের কারণে অনেক পরিবার নিয়মিত টিকা নিতে পারত না। এর ফলে অনেক শিশু টিকাবঞ্চিত থেকে যেত এবং এলাকায় প্রতিবন্ধিতাসহ বিভিন্ন স্বাস্থ্যঝুঁকি বৃদ্ধি পাচ্ছিল। এই বাস্তবতা কমিউনিটির মানুষের জন্য দীর্ঘদিনের একটি বড় সমস্যা হয়ে দাঁড়িয়েছিল।
পরবর্তীতে আমরা কমিউনিটির মানুষকে নিয়ে Dream Building সেশন পরিচালনা করি। সেখানে অংশগ্রহণকারীরা নিজেদের স্বপ্নের কমিউনিটি কেমন হবে, তা নিয়ে আলোচনা করেন। আলোচনার এক পর্যায়ে সবার সম্মতিতে টিকাদান কেন্দ্র স্থাপনকে সবচেয়ে গুরুত্বপূর্ণ দাবি হিসেবে চিহ্নিত করা হয়। তখন চরবিন পাড়া কমিউনিটির ইয়ুথ টিমের তরুণীরা এই সমস্যা সমাধানে নেতৃত্ব দেওয়ার সিদ্ধান্ত নেন।
তারা প্রথমেই কমিউনিটির মানুষের সমর্থন আদায়ের জন্য ব্যাপক প্রচারণা চালান এবং প্রায় ১,০০০ জন মানুষের স্বাক্ষর সংগ্রহ করেন। এরপর সেই স্বাক্ষরসংবলিত আবেদন সিভিল সার্জন কার্যালয়ে জমা দেন। আবেদন জমা দেওয়ার পর তারা নিয়মিত অফিসে যোগাযোগ করতে থাকেন। কিন্তু দীর্ঘদিন কোনো কার্যকর উদ্যোগ নেওয়া হয়নি।
এতেও তারা হতাশ হননি। পরবর্তীতে তারা সিটি করপোরেশনে নতুন করে আবেদন জমা দেন এবং নিয়মিত সেখানে যোগাযোগ অব্যাহত রাখেন। একের পর এক অফিসে যাওয়া, আবেদন করা এবং অনুসরণ করতে করতে প্রায় দুই বছর কেটে যায়। কিন্তু কাঙ্ক্ষিত টিকাদান কেন্দ্র তখনও প্রতিষ্ঠিত হয়নি।
তবুও কমিউনিটির ইয়ুথ টিমের সাহসী তরুণীরা হাল ছাড়েননি। তারা শেষ পর্যন্ত সিটি করপোরেশনের প্রশাসকের সঙ্গে সরাসরি সাক্ষাৎ করেন। নিজেদের কমিউনিটির বাস্তব অবস্থা, গর্ভবতী নারী ও শিশুদের দুর্ভোগ এবং টিকাবঞ্চিত থাকার ঝুঁকির কথা আন্তরিকভাবে তুলে ধরেন। তাদের দৃঢ়তা, নিষ্ঠা ও যুক্তিসংগত দাবিতে প্রশাসক আশ্বস্ত হন এবং বিষয়টি গুরুত্ব সহকারে বিবেচনার আশ্বাস দেন। তিনি তাদের স্বাস্থ্য বিভাগের দায়িত্বপ্রাপ্ত কর্মকর্তার কাছে পাঠিয়ে দেন।
স্বাস্থ্য বিভাগের কর্মকর্তার সঙ্গে সাক্ষাৎ করলে তিনি প্রথমে জানান যে সংশ্লিষ্ট ওয়ার্ডে ইতোমধ্যে বেশ কয়েকটি টিকাদান কেন্দ্র রয়েছে। তখন ইয়ুথ টিমের সদস্যরা বাস্তব পরিস্থিতি ব্যাখ্যা করে বলেন, সেসব কেন্দ্র চরবিন পাড়া কমিউনিটি থেকে অনেক দূরে এবং সেখানে যেতে নদী পার হতে হয়। ফলে অধিকাংশ পরিবার নিয়মিত টিকা নিতে পারে না। তাদের যুক্তি ও বাস্তব চিত্র শুনে কর্মকর্তা বিষয়টি পুনর্বিবেচনার আশ্বাস দেন এবং দুই দিন পরে আবার আসতে বলেন।
দুই দিন পর তারা পুনরায় উপস্থিত হলে তাদের ইপিআই (Expanded Programme on Immunization) কেন্দ্রের সঙ্গে যোগাযোগ করতে বলা হয়। সেখান থেকে আনুষ্ঠানিক অনুমোদন আসে যে ৬ জুলাই থেকে চরবিন পাড়া কমিউনিটিতে নিয়মিত টিকাদান কার্যক্রম পরিচালিত হবে।
অবশেষে দীর্ঘ দুই বছরের নিরলস প্রচেষ্টা, ধৈর্য, নেতৃত্ব ও ধারাবাহিক অ্যাডভোকেসির ফলস্বরূপ চরবিন পাড়া কমিউনিটির মানুষের বহুদিনের স্বপ্ন বাস্তবে রূপ নেয়। এখন আর গর্ভবতী নারী ও শিশুদের নদী পার হয়ে দূরে যেতে হয় না। তারা নিজেদের কমিউনিটিতেই নিরাপদ ও সহজভাবে টিকা গ্রহণ করতে পারছেন।
শুধু জুলাই মাসেই নতুন স্থাপিত টিকাদান কেন্দ্র থেকে ৪ জন নারী, ৬ জন শিশুকে টিকা দেওয়া হয়েছে । এছাড়া ৩৭ জন শিশুকে ভিটামিন ‘এ’ ক্যাপসুল খাওয়ানো হয়েছে।
আজ চরবিন পাড়া কমিউনিটির মানুষের মুখে স্বস্তির হাসি। বিশেষ করে নারীরা মনে করেন, তাদের দীর্ঘদিনের কষ্টের অবসান হয়েছে। এই অর্জন প্রমাণ করে যে, কমিউনিটির মানুষ যদি ঐক্যবদ্ধ হয় এবং তরুণরা নেতৃত্ব দিয়ে ধৈর্য ও অধ্যবসায়ের সঙ্গে কাজ করে, তবে দীর্ঘদিনের অসম্ভব মনে হওয়া সমস্যারও স্থায়ী সমাধান সম্ভব।
চরবিন পাড়ার এই সাফল্য শুধু একটি টিকাদান কেন্দ্র প্রতিষ্ঠার গল্প নয়; এটি কমিউনিটির অংশগ্রহণ, তরুণ নেতৃত্ব, নারীর ক্ষমতায়ন এবং নাগরিক উদ্যোগের মাধ্যমে সামাজিক পরিবর্তন অর্জনের একটি অনুকরণীয় উদাহরণ।
