*Community Leadership: Rediscovering a Lost System

26 अप्रैल को गोरखपुर में हुए 'अनुभव संवाद' प्रोग्राम के दौरान समय की कमी की वजह से कई बातें शेयर नहीं कर पाईं; लेकिन, मैं उन्हें अभी शेयर करना चाहूंगी, क्योंकि वे किसी के लिए प्रेरणा का सोर्स बन सकती हैं।
इस आर्टिकल में दो हिस्से हैं:
1. कम्युनिटी लीडरशिप के कॉन्सेप्ट के बारे में जानकारी शेयर करना, उदाहरणों के साथ।
2. SALT के असर और उससे हुए बड़े बदलावों का एनालिसिस—जिसमें उदाहरण भी शामिल हैं।

कम्युनिटी लीडरशिप:
कम्युनिटी लीडरशिप एक ऐसा प्रोसेस है जिसमें कोई व्यक्ति अपनी कम्युनिटी की ज़रूरतों को समझकर लोगों को एकजुट करता है, फैसले लेने में मदद करता है, समस्याओं का हल ढूंढता है, और कम्युनिटी के विकास को बढ़ावा देने के लिए पहल करता है। कम्युनिटी लीडरशिप सिर्फ़ किसी व्यक्ति की काबिलियत की झलक नहीं है; बल्कि यह कम्युनिटी के स्ट्रक्चर और मौजूदा हालात का भी नतीजा है।

कम्युनिटी लीडरशिप के उदाहरण
आज के समय में, CLCP एक "रिकॉल" की कोशिश है—एक ऐसे सिस्टम को फिर से ज़िंदा करना जो सदियों से चला आ रहा है, उस समय से जब इंसानी समाज अभी भी विकास की प्रक्रिया में था। इस कॉन्सेप्ट को हाल के समय के ज़बरदस्त उदाहरणों से सबसे अच्छी तरह समझा जा सकता है—खासकर, आर्थिक उदारीकरण से पहले का दौर या 1990 के दशक का समय। उस समय—गाँवों, कस्बों और शहरों में—यह करीबी, कम्युनिटी पर आधारित लीडरशिप ही थी जिसने सामाजिक व्यवस्था के पीछे मुख्य ड्राइविंग फ़ोर्स का काम किया। आप इसे इस तरह देख सकते हैं: हर चीज़ के लिए—खाने, कपड़े और घरों के ढाँचे से लेकर झगड़ों को सुलझाने, मेडिकल केयर, मनोरंजन और शादियों और रस्मों के आयोजन तक—लोग पड़ोसियों, परिवार के सदस्यों, गाँव के बुज़ुर्गों और साझा घरेलू संसाधनों के एक भरोसेमंद और मददगार दायरे में आसानी से अपनी ज़िंदगी जीते थे; असल में, उन्होंने ही मॉडर्निटी की नींव रखी थी। मिट्टी के घर और झोपड़ियाँ पूरी तरह से आपसी सहयोग से बनाई जाती थीं; कम्युनिटी, एक सामूहिक इकाई के रूप में काम करते हुए, शायद ही कभी किराए के मज़दूरों की मज़दूरी देने की आर्थिक स्थिति में होती थी। शादियों और उत्सवों के दौरान, यह समुदाय ही था जो आवश्यक संसाधन – जैसे खाट, प्रावधान और प्रकाश – और आतिथ्य सुनिश्चित करने के लिए जरूरी समय और श्रम प्रदान करता था। चिकित्सा उपचार के लिए, लोग अपने स्वास्थ्य को बनाए रखने के लिए अपने रसोईघर में ही मिलने वाले पारंपरिक उपचारों और सामग्रियों पर निर्भर थे। काफी हद तक – जो मैंने व्यक्तिगत रूप से कई वर्षों से लोगों से देखा और सुना है – उसके आधार पर – दूरदराज के गांवों में रहने वाले लोग, जो अक्सर बाजारों से कटे होते थे और सड़क संपर्क की कमी होती थी, फिर भी जीवित रहने और फलने-फूलने में कामयाब रहे। उन्होंने भोजन सुरक्षित करने, तत्वों से खुद को बचाने और अपने और अपने पशुओं दोनों की देखभाल और आश्रय प्रदान करने के लिए आत्मनिर्भर प्रणाली स्थापित की। चूंकि औपचारिक कानूनी प्रणालियाँ अक्सर दूर और जटिल होती थीं, इसलिए पारस्परिक विवादों को बातचीत और विश्वास के माध्यम से सुलझाया जाता था, जिसमें समुदाय के बुजुर्ग मध्यस्थ के रूप में कार्य करते थे; इसके बजाय, लोग अपने घरों में जलते हुए अंगारों को ध्यान से संभालकर रखते थे, जिन्हें—मांगने पर—पड़ोसियों के साथ शेयर किया जाता था ताकि वे अपना चूल्हा जला सकें। इसी तरह, अगर कोई दूर के कुएं से पानी लेने जाता, तो वे हमेशा अपने पड़ोसियों से पूछते कि क्या उन्हें भी पानी चाहिए—या, अपनी मर्ज़ी से, वे ज़्यादा पानी वापस ले आते ताकि यह पक्का हो सके कि अगर किसी को ज़रूरत हो तो वह मिल सके। हर काम और फ़ैसले में, लोग हमेशा इस बात का ध्यान रखते थे कि इसका पूरे समुदाय पर क्या असर पड़ेगा; अपने पड़ोसियों के फ़ायदों, सुझावों और सुविधा को हमेशा पूरा महत्व दिया जाता था। इस नज़रिए को शेयर करने का मकसद यह पता लगाना है कि कम्युनिटी लीडरशिप को कैसे फिर से ज़िंदा किया जा सकता है।

सामुदायिक नेतृत्व क्यों खो गया है:
आखिरकार, ये बाहरी परतें क्या हैं जिन्होंने धीरे-धीरे हमें घेर लिया है—हमारी आंतरिक पहचान को धुंधला कर दिया है और हमारी सामूहिक पहचान ("हम") को महज़ व्यक्तिवाद ("मैं") तक सीमित कर दिया है? यदि हम उन चुनौतीपूर्ण परिस्थितियों को, जिनका हम सभी वर्तमान में सामना कर रहे हैं, इस नज़रिए से देखें, तो हमें एहसास होता है कि कुछ सचमुच नया और असाधारण रचने की कोशिश करने के बजाय, हम केवल विकास और नेतृत्व के बीच अतीत के सामंजस्य को फिर से स्थापित करने का प्रयास कर रहे हैं। हालाँकि, यह दृष्टिकोण केवल दूसरों पर निरंतर निर्भरता की बढ़ती प्रवृत्ति को बढ़ावा देता है, साथ ही भविष्य के बारे में बेबुनियाद चिंताओं से उपजी निराशा की भावना भी पैदा करता है। फिर भी, एक अलग रास्ता न केवल पूरी तरह से संभव है, बल्कि अनिवार्य भी है। यहाँ जो समझने की ज़रूरत है—और जहाँ सुविधा-प्रदान (facilitation) का सच्चा महत्व निहित है—वह यह है कि हमारे प्रयासों की दिशा बदलनी चाहिए: बाहर से भीतर की ओर प्रवेश करने की कोशिश करने के बजाय (उन बाहरी परतों के माध्यम से), हमें एक ऐसा आंदोलन पोषित करना चाहिए जो भीतर से बाहर की ओर प्रवाहित हो। यह प्रयास केवल एक इंसान को दूसरे इंसान से जोड़ने के सच्चे कार्य के माध्यम से ही प्रभावी साबित हो सकता है।
मैं ऐसे दो समुदायों के साथ काम करता हूँ जो, एक समय पर, सामुदायिक नेतृत्व के जीवंत उदाहरण के रूप में खड़े थे। विशेष रूप से, कंजर समुदाय ऐतिहासिक रूप से पूरी तरह से आत्मनिर्भर समुदाय रहा है। जंगल के अनिश्चित और खतरनाक वातावरण में जीवन की सभी आवश्यक ज़रूरतों को पूरा करते हुए जीवित रहना आज के संदर्भ में अकल्पनीय लगता है; फिर भी, वहाँ रहते हुए, इस समुदाय ने प्रकृति, जंगली जानवरों और तत्वों के साथ एक सामूहिक संवाद स्थापित किया, जिससे उन्होंने अपने लिए एक आसान रास्ता बनाया। जंगल के जीवन से सीधे प्रेरणा लेते हुए, उन्होंने शिकार, शिल्प कौशल और पाक कला में अपने कौशल को निखारा—पीढ़ियों तक अपना भरण-पोषण किया—और यहाँ तक कि अपनी खुद की एक अनूठी बोली भी विकसित की। हालाँकि, आज वे खुद को एक दयनीय स्थिति में पाते हैं। आखिर किन परिस्थितियों ने उनके खिलाफ़ रुख़ अपना लिया, जिसके कारण वे दूसरों पर तेज़ी से निर्भर होते गए और अपने स्वयं के अंतर्निहित प्रतिभाओं को हीनता के स्रोत के रूप में देखने लगे? ठीक इसी बिंदु से ARC का काम शुरू होना चाहिए।

Due to time constraints during the 'Anubhav Samvad' (Experience Dialogue) program held in Gorakhpur on April 26, many points could not be shared; however, I would like to share them now, as they may potentially serve as a source of inspiration for someone.
This article consists of two parts:
1. Sharing insights into the concept of community leadership, illustrated with examples.
2. An analysis of the impact and transformative changes brought about by SALT—including illustrative examples.

Community Leadership:
Community leadership is a process in which an individual, by understanding the needs of their community, unites people, facilitates decision-making, identifies solutions to problems, and takes initiatives to foster the community's development. Community leadership is not merely a reflection of an individual's capabilities; rather, it is also a product of the community's structure and prevailing circumstances.

Examples of Community Leadership
In the contemporary context, CLCP represents an attempt at a "recall"—a revival of a system that has endured for centuries, dating back to a time when human society was still in the process of evolution. This concept is best understood through compelling examples from the recent past—specifically, the era preceding economic liberalization or the period spanning the 1990s. During that time—across villages, towns, and cities—it was this intimate, community-based leadership that served as the primary driving force behind the social order. You might view it this way: for everything—ranging from food, clothing, and housing structures to the resolution of disputes, medical care, entertainment, and the organization of weddings and rituals—people lived their lives with ease within a trusted and supportive circle of neighbors, family members, village elders, and shared household resources; indeed, it was they who laid the very foundations of modernity. The construction of mud houses and huts was undertaken entirely through mutual cooperation; the community, acting as a collective entity, was rarely in an economic position to afford the wages of hired laborers. During weddings and festivities, it was the community itself that provided both the necessary resources—such as cots, provisions, and lighting—and the requisite time and labor to ensure hospitality. For medical treatment, people relied on traditional remedies and ingredients found right within their own kitchens to maintain their health. To a significant extent—based on what I have personally witnessed and heard from people over many years—those living in remote villages, often cut off from markets and lacking road connectivity, still managed to survive and thrive. They established self-reliant systems to secure food, protect themselves from the elements, and provide care and shelter for both themselves and their livestock. Since formal legal systems were often distant and complex, interpersonal disputes were resolved through dialogue and trust, with community elders acting as mediators; all of this was made possible solely due to the effectiveness of community-based leadership. Here, I would like to share two significant examples: during my childhood in the village, I observed that matchsticks had not yet reached every household; instead, people carefully preserved burning embers within their homes, which—upon request—were shared with neighbors to help them light their own hearths. Similarly, if someone went to fetch water from a distant well, they would invariably ask their neighbors if they, too, required water—or, on their own initiative, they would bring back extra water to ensure it was available should anyone need it. In every action and decision, people always remained mindful of the collective impact it would have on the entire community; the interests, suggestions, and convenience of their neighbors were always accorded due importance. The purpose of sharing this perspective is to explore how community leadership can be revitalized.

Why Community Leadership Has Been Lost:
Ultimately, what are these external layers that have gradually enveloped us—obscuring our inner essence and reducing our collective identity ("us") to mere individualism ("me")? If we view the challenging circumstances we all currently face through this lens, we realize that instead of striving to create something truly new and extraordinary, we are merely attempting to re-establish the past harmony between development and leadership. However, this approach only fosters a growing tendency toward constant dependence on others, alongside a sense of despair stemming from unfounded anxieties about the future. Yet, a different path is not only entirely possible but also imperative. What needs to be understood here—and wherein lies the true significance of facilitation—is that the direction of our efforts must shift: rather than attempting to penetrate inward from the outside (through those external layers), we must foster a movement that flows outward from within. This endeavor can prove effective only through the genuine act of connecting one human being to another.
I work with two such communities that, at one time, stood as vibrant examples of community leadership. The Kanjar community, in particular, has historically been a completely self-reliant community. Surviving by fulfilling all of life's essential needs within the uncertain and perilous environment of the forest seems unimaginable in today's context; yet, by dwelling there, this community engaged in a collective dialogue with nature, wild animals, and the elements, thereby paving an easier path for themselves. Drawing directly from forest life, they honed their skills in hunting, craftsmanship, and culinary arts—sustaining themselves for generations—and even devised their own unique dialect. Today, however, they find themselves in a pitiable state. What circumstances, exactly, turned against them, causing them to become increasingly dependent on others and leading them to perceive their own innate talents as sources of inferiority? It is precisely from this point that the work of ARC must begin.
