The community's Collective Initiative for Child Protection

Building a safer future for children through community ownership and collective action

Community members, parents, youth, elders and local stakeholders gathered to discuss the future of their children and explore ways to create a safer and more protective environment for every child.

Children are the future of every community. In Patibari village, community members were increasingly concerned about issues affecting children such as school dropout, child marriage, unsafe migration, child labour, and human trafficking.

Through Individual SALT Conversations with parents, youth, elders, frontline workers, and local leaders, community members reflected on the situation of children in their village and discussed both the challenges they faced and the strengths that already existed within the community.

These conversations helped people realize that protecting children is not the responsibility of a single family, institution, or organization. Instead, it is a shared responsibility that requires community ownership, local leadership, and collective action.

Motivated by this understanding, community members came together to discuss the concerns affecting children and explore solutions that could be led and sustained by the community itself.

During these discussions, participants identified issues such as school dropout, lack of interest in education, child marriage, unsafe migration, child labour, human trafficking, and negative social influences affecting children and adolescents.

At the same time, the community recognized its own strengths — caring parents, committed youth, active frontline workers, local institutions, and a strong tradition of helping one another.

As a result of these collective reflections and discussions, community members unanimously decided to establish a Village Level Child Protection Committee (VLCPC) in Patibari village.

The VLCPC was created by the community and for the community to identify vulnerable children, support families, encourage education, promote child rights, and respond to child protection concerns in a timely manner.

Community members also agreed to hold regular meetings, maintain records of decisions and actions, and work together to ensure the safety and well-being of every child in the village.

The formation of the VLCPC marked the beginning of a community-owned movement where people chose to move from concern to action and from discussion to responsibility.

শিশুরাই প্রতিটি সম্প্রদায়ের ভবিষ্যৎ। পাটিবাড়ি গ্রামে সম্প্রদায়ের সদস্যরা স্কুল থেকে ঝরে পড়া, বাল্যবিবাহ, অনিরাপদ অভিবাসন, শিশুশ্রম এবং মানব পাচারের মতো শিশুদের প্রভাবিত করা বিভিন্ন বিষয় নিয়ে উদ্বিগ্ন ছিলেন।

ব্যক্তিগত SALT আলোচনা (Individual SALT Conversations)-এর মাধ্যমে অভিভাবক, যুবসমাজ, প্রবীণ নাগরিক, ফ্রন্টলাইন কর্মী এবং স্থানীয় নেতারা গ্রামের শিশুদের বর্তমান পরিস্থিতি নিয়ে ভাবনা-চিন্তা করেন এবং একই সঙ্গে সম্প্রদায়ের বিদ্যমান শক্তি ও সম্পদগুলোকেও চিহ্নিত করেন।

এই আলোচনাগুলো মানুষকে উপলব্ধি করতে সাহায্য করে যে শিশুদের সুরক্ষা শুধুমাত্র কোনো একটি পরিবার, প্রতিষ্ঠান বা সংস্থার দায়িত্ব নয়। বরং এটি একটি সম্মিলিত দায়িত্ব, যার জন্য প্রয়োজন সম্প্রদায়ের নিজস্ব মালিকানা, স্থানীয় নেতৃত্ব এবং সম্মিলিত উদ্যোগ।

এই উপলব্ধি থেকেই সম্প্রদায়ের সদস্যরা একত্রিত হয়ে শিশুদের সামনে থাকা সমস্যাগুলো নিয়ে আলোচনা করেন এবং এমন সমাধানের পথ খুঁজতে শুরু করেন যা সম্প্রদায় নিজেই পরিচালনা ও টিকিয়ে রাখতে পারে।

আলোচনার সময় অংশগ্রহণকারীরা স্কুল থেকে ঝরে পড়া, শিক্ষার প্রতি অনাগ্রহ, বাল্যবিবাহ, অনিরাপদ অভিবাসন, শিশুশ্রম, মানব পাচার এবং শিশু ও কিশোর-কিশোরীদের ওপর নেতিবাচক সামাজিক প্রভাবের মতো বিষয়গুলো চিহ্নিত করেন।

একই সঙ্গে সম্প্রদায় তাদের নিজেদের শক্তিকেও উপলব্ধি করে — যত্নশীল অভিভাবক, প্রতিশ্রুতিবদ্ধ যুবসমাজ, সক্রিয় ফ্রন্টলাইন কর্মী, স্থানীয় প্রতিষ্ঠান এবং একে অপরকে সহযোগিতা করার সংস্কৃতি।

এই সম্মিলিত আলোচনা ও ভাবনার ফলস্বরূপ সম্প্রদায়ের সদস্যরা সর্বসম্মতিক্রমে পাটিবাড়ি গ্রামে একটি ভিলেজ লেভেল চাইল্ড প্রোটেকশন কমিটি (VLCPC) গঠনের সিদ্ধান্ত নেন।

এই VLCPC গঠিত হয়েছে সম্প্রদায়ের দ্বারা এবং সম্প্রদায়ের জন্য — যাতে ঝুঁকিপূর্ণ শিশুদের চিহ্নিত করা যায়, পরিবারগুলোকে সহায়তা করা যায়, শিক্ষাকে উৎসাহিত করা যায়, শিশু অধিকারকে এগিয়ে নেওয়া যায় এবং শিশু সুরক্ষা সংক্রান্ত সমস্যাগুলোর দ্রুত সমাধান করা যায়।

সম্প্রদায়ের সদস্যরা নিয়মিত বৈঠক করা, সিদ্ধান্ত ও কার্যক্রম নথিভুক্ত করা এবং গ্রামের প্রতিটি শিশুর নিরাপত্তা ও কল্যাণ নিশ্চিত করার জন্য একসঙ্গে কাজ করার অঙ্গীকার করেন।

VLCPC গঠন শুধুমাত্র একটি কমিটি তৈরির ঘটনা নয়; এটি ছিল উদ্বেগ থেকে উদ্যোগে এবং আলোচনা থেকে দায়িত্ব গ্রহণের পথে সম্প্রদায়ের একটি গুরুত্বপূর্ণ পদক্ষেপ।

"যখন একটি সম্প্রদায় নিজের শক্তিকে চিনতে পারে এবং সম্মিলিতভাবে কাজ করে, তখনই টেকসই পরিবর্তনের সূচনা হয়।"
