Progress Towards Cleanliness Through Community Initiative in Moudihat | মোদিহাটে কমিউনিটি উদ্যোগে পরিচ্ছন্নতার পথে অগ্রগতি

 When work first commenced in Moudihaat(Cluster–II)—located within the South Gouripur Gram Panchayat—in August 2025 using the SALT methodology, local residents identified severe filth and scattered waste throughout their neighborhood as one of their primary concerns. Due to the absence of a designated waste disposal site, refuse had accumulated in the neighborhood ponds, causing them to gradually fill up and become unusable. Consequently, the area's drinking water crisis was further exacerbated; the entire locality relied on a single water tap, where everyone had to queue up to collect water. Simultaneously, this unsanitary environment was leading to rising levels of pollution.

During this period, while engaging in discussions with community members regarding the future of their children, they expressed deep anxiety about the prospects of their youth and adolescents. They adamantly did not want the next generation to grow up amidst such filth and pollution. Their aspiration was to build a clean, healthy, and safe village—a place where their children could grow up in good health, have access to clean water, and live in a wholesome environment. This shared vision served as a powerful catalyst, inspiring them to step forward and take action to resolve these issues.

To gain a deeper understanding of this situation and to identify potential solutions, the facilitator (narrator) employed the SALT (Stimulate, Appreciate, Learn, Transfer) and CLCP (Community-Life Competence Process) methodologies in collaboration with community members. This process began by Stimulating thought and dialogue among the residents regarding the problem at hand, followed by Appreciating their existing efforts and levels of awareness. Next, a collective Learning phase ensued, wherein they jointly analyzed the root causes of the problem and explored potential solutions. Finally, the process culminated in Transfer (or Collective Action)—a phase where the community members collectively formulated an action plan and committed to moving forward by working together as a unified team. As a result of this participatory process, community members took ownership of the situation and were inspired to play an active role in resolving the issues facing their community.

To find a way out of this predicament, the community members collectively decided to raise the matter during the upcoming Gram Sabha (village assembly). They resolved to propose that if a designated dustbin could be provided within their neighborhood, the overall waste management situation would see significant improvement. Subsequently, upon making inquiries, they learned that there was an opportunity to have dustbins installed through the Panchayat. They revisited the Panchayat and submitted a formal request to have this facility extended to their neighborhood.

In December 2025, approximately eight community members from the Modihat (Cluster–II) area—Uday Bag, Samir Bag, Mousumi Bag, Monomila Bag, Mitali Hazra, Manju Bhakta, Sahara Bag (a child), and one other resident—participated in a Gram Sabha meeting held by the Dakshin Goripur Gram Panchayat. During the meeting, they articulated a shared vision: "A clean and hygienic village."

As a result of their persistent efforts, on March 9, 2026, the Panchayat took the initiative to install dustbins in Modihat village under the Swachh Bharat Mission (SBM)—a national campaign launched by the Government of India. Furthermore, a total of two dustbins were installed across two specific neighborhoods within the village: Malikpara and Modihat Para.

This success has instilled a deep sense of joy and pride among the community members. They feel that this transformation was made possible solely through their collective efforts and their active participation in the Gram Sabha meetings. They now hope that this initiative will lead to improved cleanliness within their neighborhoods, a reduction in environmental pollution, and the assurance of a healthy and beautiful future for their children.

This incident serves as a testament to the fact that the active participation of local residents, coupled with proper guidance and unified efforts, can play a pivotal role in resolving rural issues—demonstrating that even small steps can pave the way for significant change.

দক্ষিণ গৌরীপুর গ্রাম পঞ্চায়েতের অন্তর্গত মোদিহাটে (ক্লাস্টার–II) যখন প্রথম আগস্ট ২০২৫-এ গ্রামে SALT পদ্ধতির মাধ্যমে কাজ শুরু করা হয়, তখন স্থানীয় বাসিন্দারাই তাদের পাড়ার প্রধান কয়েকটি সমস্যার হিসেবে জানান যে চারিদিকে ভীষণ নোংরা এবং আবর্জনা ছড়িয়ে-ছিটিয়ে পড়ে থাকে। নির্দিষ্টভাবে আবর্জনা ফেলার কোনো জায়গা না থাকায়, পাড়ার পুকুরগুলোতেও নোংরা জমে সেগুলি ধীরে ধীরে ভরাট হয়ে বন্ধ হয়ে যাচ্ছে। এর ফলে এলাকায় পানীয় জলের সমস্যা আরও বেড়ে যায়—পুরো এলাকায় মাত্র একটি কল, যেখানে সবাইকে লাইন দিয়ে জল সংগ্রহ করতে হয়। একইসাথে, এই অপরিষ্কার পরিবেশের কারণে দূষণও বৃদ্ধি পাচ্ছিল।

এই সময় কমিউনিটির মানুষদের সঙ্গে আলোচনায় যখন তাদের সন্তানদের ভবিষ্যৎ নিয়ে কথা ওঠে, তখন তারা জানান যে তারা তাদের বাচ্চাদের ও কিশোর-কিশোরীদের ভবিষ্যৎ নিয়ে গভীরভাবে চিন্তিত। তারা চান না যে তাদের পরবর্তী প্রজন্ম এই নোংরা ও দূষিত পরিবেশে বড় হোক। তারা একটি পরিষ্কার, সুস্থ ও নিরাপদ গ্রাম গড়ে তুলতে চান, যেখানে তাদের সন্তানরা সুস্থভাবে বেড়ে উঠতে পারবে, পরিষ্কার জল পাবে এবং ভালো পরিবেশে জীবনযাপন করতে পারবে। এই ভাবনাই তাদেরকে আরও বেশি করে উদ্বুদ্ধ করে সমস্যার সমাধানের জন্য এগিয়ে আসতে।

এই পরিস্থিতি বোঝার জন্য এবং সমাধানের পথ খুঁজে বের করতে, আমি কমিউনিটি সদস্যদের সঙ্গে SALT (Stimulate, Appreciate, Learn, Transfer) এবং CLCP (Community-Led Change Process) পদ্ধতি ব্যবহার করেন। এই প্রক্রিয়ায় প্রথমে মানুষের মধ্যে সমস্যাটি নিয়ে ভাবনা ও আলোচনাকে Stimulate করা হয়, তারপর তাদের বিদ্যমান প্রচেষ্টা ও সচেতনতাকে Appreciate করা হয়। এরপর একসাথে সমস্যার কারণ ও সম্ভাব্য সমাধান নিয়ে Learning হয় এবং শেষ পর্যন্ত সবাই মিলে একটি কর্মপরিকল্পনা তৈরি করে Team হিসেবে কাজ করার মাধ্যমে এগিয়ে যাওয়ার (Transfer/Collective Action) প্রক্রিয়া গড়ে ওঠে। এই অংশগ্রহণমূলক প্রক্রিয়ার ফলে কমিউনিটি সদস্যরা নিজেরাই দায়িত্ব নেন এবং সমস্যার সমাধানে সক্রিয় ভূমিকা পালন করতে অনুপ্রাণিত হন।

এই পরিস্থিতি থেকে মুক্তির জন্য, কমিউনিটি সদস্যরা নিজেরাই সিদ্ধান্ত নেন যে তারা গ্রাম সভায় বিষয়টি তুলে ধরবেন এবং প্রস্তাব রাখবেন যে পাড়ায় যদি একটি নির্দিষ্ট ডাস্টবিনের ব্যবস্থা করা যায়, তাহলে আবর্জনা ব্যবস্থাপনা কিছুটা হলেও উন্নত হবে। এরপর তারা খোঁজ নিয়ে জানতে পারেন যে পঞ্চায়েতের মাধ্যমে ডাস্টবিন স্থাপনের সুযোগ রয়েছে। তারা পুনরায় পঞ্চায়েতে গিয়ে আবেদন জানান যাতে তাদের পাড়ায় এই সুবিধাটি প্রদান করা হয়।

২০২৫ সালের ডিসেম্বর মাসে, মোদিহাট (ক্লাস্টার–II) এলাকার প্রায় ৮ জন কমিউনিটি সদস্য—উদয় বাগ, সমীর বাগ, মৌসুমি বাগ, মনোমিলা বাগ, মিতালি হাজরা, মঞ্জু ভক্তা, সাহারা বাগ (একজন শিশু) এবং আরও একজন বাসিন্দা—দক্ষিণ গরিপুর গ্রাম পঞ্চায়েতের গ্রাম সভা বৈঠকে অংশগ্রহণ করেন। তারা তাদের একটি স্বপ্নের কথা তুলে ধরেন—“একটি পরিষ্কার ও পরিচ্ছন্ন গ্রাম।”

তাদের এই ধারাবাহিক প্রচেষ্টার ফলস্বরূপ, ২০২৬ সালের ৯ মার্চ, পঞ্চায়েত উদ্যোগ নিয়ে মোদিহাট গ্রামে ভারত সরকারের একটি রাষ্ট্রীয় অভিযান স্বচ্ছ ভারত মিশন (SBM) অধীনে ডাস্টবিন স্থাপন করে। শুধু তাই নয়, গ্রামের দুটি পাড়া—মালিক পাড়া এবং মোদিহাট পাড়া—এই দুই এলাকায় মোট দুটি ডাস্টবিন বসানো হয়েছে।

এই সাফল্য কমিউনিটি সদস্যদের মধ্যে গভীর আনন্দ ও গর্বের অনুভূতি সৃষ্টি করেছে। তারা মনে করছেন, তাদের সম্মিলিত প্রচেষ্টা এবং গ্রাম সভায় সক্রিয় অংশগ্রহণের ফলেই এই পরিবর্তন সম্ভব হয়েছে। এখন তারা আশা করছেন, এই উদ্যোগের মাধ্যমে পাড়ার পরিচ্ছন্নতা বাড়বে, পরিবেশ দূষণ কমবে এবং তাদের সন্তানদের জন্য একটি স্বাস্থ্যকর ও সুন্দর ভবিষ্যৎ নিশ্চিত করা সম্ভব হবে।

এই ঘটনা প্রমাণ করে যে, স্থানীয় মানুষের সক্রিয় অংশগ্রহণ, সঠিক দিকনির্দেশনা এবং ঐক্যবদ্ধ উদ্যোগ গ্রামীণ সমস্যার সমাধানে কার্যকর ভূমিকা রাখতে পারে এবং ছোট ছোট পদক্ষেপই বড় পরিবর্তনের সূচনা করতে পারে।
