That all communities respond effectively to HIV and AIDS, and in so doing:
* support people living with HIV and their families as equal members of the community
* learn from and share experience in their neighbourhoods, communities, countries, regions, and elswhere worldwide
* eliminate stigma and discrimination
* encourage adherence to treatment
* provide for orphans and children made vulnerable by AIDS, and empower all vulnerable people
* adopt health behaviours that reduce transmission of HIV
