About Me:
Mathew is currently the Strategc CLM Advisor and Partner at MAKATA Community Engagement and Partnership Company, a firm that deals with community System Strengthening. Before then, I was the Associate Director for Community-led Monitoring, Private Sector and Community Engagement within National Council of PLHIV in Tanzania; a position I worked until July 2024. In my life I worked with a number of organizations in HIV sector and management including HelpAge International, World Vision International, Action on Disability International, UNV/ UNAIDS and the Alliance of Mayor’s Initiative for HIV and AIDS at Local Level in Tanzania. Since 2020, I am coordinating the designing and implementation of community-led monitoring (CLM) approach funded by PEPFAR/USAID (COP22) in Tanzania after taking an early initiative to design the comprehensive of CLM tools in the country. I also formed part of the team that supported the designing the CLM component of the Tanzania's Global Fund Round 7 in 2023. Among other things, I lead the advocacy engagement component and representation of NACOPHA in a number of strategic dialogues at country and international level. This includes playing a liaison role with HIV implementing partners, CSOs, UN agencies and the non state actors. I have helped to build the capacity of a number of CSOs' KVP and communities in CLM. In the meantime, I am the organisation's focal person to the ministry of health on CLM in Tanzania. This includes representing NACOPHA in the National HIV Response Sustainability Working Group chaired by the Prime Minister's Office.

Privately, I am the senior advisor of MAKATA Community Engagement and Partnership, a growing consulting firm on community-led approaches, organisational system strengthening and research.

With over 24 years of experience in program design, management and evaluation, I involved in a number of platforms including the following:

My dream:
Living in a nation that appreciates people's diversity and learning; a community that supports such diversity through understanding of ageing and disability, HAV and AIDS, gender and development.
I'm proud of:
Working with marginalized groups, being one of the lead policy influencing persons in my country particularly in areas of HIV/ AIDS, ageing and development. I led inclusion of CLM in a number of Tanzania's policies such as NMSF V (2021-25), HSHSP V (2022-26) and the National Guidelines for the management of HIV, STIs and Hepatitis Virus (Sep 2023). Such inclusions include for the first time ever the initiation of community ART in Tanzania in the currently revised HIV Guidelines.

I'm also proud to have researched and enhanced the capacity of more than 15 local NGOs in areas of resource mobilisation, community engagement and advocacy. I'm further proud to be a committed Tanzanian accountable to marginalized communities.
