Reimagining Community Development: Shifting Power to the People

Since November 2023, Grow Your Reader Foundation has been collaborating with the Global Fund for Children under the ARC (Addressing Root Causes) initiative. This partnership centers around one fundamental belief: communities are not problems to be fixed, but powerhouses of wisdom and solutions. True development begins when the community identifies its own challenges and takes ownership of the process to overcome them.

Too often, development work becomes top-down, with external actors prescribing solutions and communities remaining passive recipients. But sustainable change does not come from charity—it comes from community ownership. When communities begin to see themselves not as beneficiaries but as co-creators of change, transformation becomes rooted and lasting.

From our work on the ground, several key lessons have emerged:

1. Listen more, talk less: Communities are full of untapped wisdom. When people feel heard, they open up. And when they open up, they begin to lead.
2. Partner, don’t patronize: Avoid the savior mindset. Instead, walk alongside people. Facilitate reflection rather than give directives.
3. Appreciate, don’t teach: Development is not about instruction; it’s about mutual learning. Celebrate the knowledge that already exists within the community.
4. Co-create, don’t impose: Readymade solutions don’t last. When people co-design solutions, they take pride in them—and they sustain them.
5. Be patient: Real change is not fast. It's slow, iterative, and often invisible at first. Trust the process.

One critical barrier to genuine change is a deep-rooted belief: that NGOs exist to keep problems alive. After all, no problems mean no funding. But if we truly want to disrupt this harmful cycle, we must shift the narrative. Instead of positioning NGOs as solution providers, we must become enablers—supporting communities to dream, decide, and do on their own.

When ownership shifts, so does the outcome. Food and clothing may be immediate needs, but dignity, agency, and self-reliance are long-term solutions. That’s how we break the cycle—not by giving more, but by giving power back.

 

উন্নয়নের নতুন ভাবনা: ক্ষমতা ফিরিয়ে দিন মানুষের হাতে

২০২৩ সালের নভেম্বর থেকে আমরা Grow Your Reader Foundation-এ Global Fund for Children-এর সাথে ARC (Addressing Root Causes) উদ্যোগে কাজ করছি। এই কাজটা আমাদের চোখে অনেক কিছু খুলে দিয়েছে। আমরা বুঝেছি, আমাদের কাজ সমস্যা সমাধান করা না, বরং এমন এক প্রক্রিয়ার মধ্যে থাকা যেখানে মানুষ নিজের সমস্যাটা বুঝে, চিনে, আর নিজেরাই সমাধানের পথে হাঁটে।

অনেক সময় বাইরের মানুষ এসে বলে দেয় কী করতে হবে। কিন্তু বাস্তবে টেকসই পরিবর্তন তখনই আসে, যখন সিদ্ধান্তটা নিজের হয়। যখন কমিউনিটি নিজে ভাবে—এটা আমাদের সমস্যা, তাই আমাদেরই সমাধান করতে হবে। তখনই একটা দায়বদ্ধতা তৈরি হয়।

এই যাত্রায় কিছু গুরুত্বপূর্ণ বিষয় শিখেছি, যেগুলো শেয়ার করতে চাই—

১. বেশি শুনুন, কম বলুন: মানুষের মধ্যে অনেক জ্ঞান আছে, শুধু সেটা বের করে আনার সুযোগ দিতে হয়।

২. সহযোগী হন, করুণা নয়: “তুমি কী করবে” না বলে “চলো একসাথে ভাবি”—এই দৃষ্টিভঙ্গি বদলে দেয় অনেক কিছু।

৩. শিক্ষা নয়, সম্মান দিন: উন্নয়ন মানে শেখানো নয়, পারস্পরিক শেখা। শেখাতে যাবেন না, বরং প্রশংসা করুন তাদের জ্ঞান ও অভিজ্ঞতার।

৪. রেডিমেড সমাধান না দিয়ে একসাথে তৈরি করুন: নিজের তৈরি সমাধান মানুষ যত্ন করে ধরে রাখে। প্রস্তুত সমাধান বেশিদিন টিকে না। যারা সমাধানে অংশ নেয়, তারাই সেটিকে টিকিয়ে রাখে।

৫. সময় দিন: প্রকৃত পরিবর্তন ধীরে ঘটে, ধাপে ধাপে, অনেক সময় অদৃশ্য থাকে। প্রক্রিয়ার উপর বিশ্বাস রাখুন।

সবচেয়ে বড় যে কথাটা বলতে চাই, তা হলো—অনেকেই ভাবে এনজিওর কাজ সমস্যা জিইয়ে রাখা, কারণ সমস্যা না থাকলে তো ফান্ড বন্ধ হয়ে যাবে। এই বিশ্বাসটাই আমাদের বদলাতে হবে। যদি সত্যিই কিছু পরিবর্তন আনতে চাই, তাহলে মানুষকে তাদের সমস্যা নিয়ে ভাবতে শেখাতে হবে—“NGO আসবে খাবার আর কাপড় নিয়ে”, এই মানসিকতা থেকে বেরিয়ে আসতে হবে।

পরিবর্তন তখনই টেকসই হয়, যখন মানুষ নিজের সমস্যাকে নিজের বলে মেনে নেয়। শুধু খাবার বা জামাকাপড় না, নিজের সিদ্ধান্ত নিজে নেয়ার অধিকারটাই সবচেয়ে বড় সমাধান।

Thank you, Rituu, for your question. From my 7 years of experience working in the development sector, I have seen the impact of initiatives with community ownership and those without it. Sadia Jafrin, you have put it very nicely. When an NGO goes to any community, it goes before them as a teacher. It teaches them, gives orders, forces them to do some work, imposes some things, due to which people do not work for themselves but for the NGO.
SALT activity gives strength to the wings of people's dreams. Only a SALT facilitator experiences these things. And I am proud that I get this experience every day.
