CLCP makes sure government funds are not wasted

Another community identified for Department for Science and Technology program ( DOST) CEST Program. The PSTC Biliran, headed by Provincial Director Romy Dignos, in collaboration with other agencies implement the Poverty Reduction, Livelihood, and Employment Cluster (PRLEC), extending assistance to underprivileged communities.

To make sure that government funds will not be wasted, a Community Life Competence Process (CLCP)/SALT was conducted last Nov. 26-27, 2019 at Brgy. Canila, Biliran, Biliran. The brgy. is located at the top of mountain. In this event, I was surprised to see the community resilience to insurgencies.

Value of CLCP in Government projects Based on community dreams and self-assessment, the community will plan what actions to take. The government will not interfere with their decisions or planning. They are empowered to plan. The government will support if the community asks for it. In this way, the community will have to take care of government assistance because they are the ones who asked for it. Government facilitates community-led self-assessment after a year, to see the progress of the community plan of action. Community decides the indicators per level.

Example
That is an example of indicators per level. They did that. Their current status on the provision of training for food processing is level 1 - they do not know what to do or how to avail of the training. 
They say: Level 2 - 25% of the women knew how to process food - we have products - we have a processing area (Target Year 2020)
Level 3 - with market in the brgy - with additional 10% income - with processing equipment Target year 2020
Level 4 - Good Manufacturing Compliant - with good product packaging - 50% increase in income Target year 2021
Level 5 - with export market Target year 2029
So that is their indicator ser level. They are the ones who identify that indicators.If there are hindrances along the implementation of their work or plan, they have to identify it so that they can correct

Conclusion:Empowered community will be the result. It is a long process but the lesson is that they know the value of cooperation or helping together to achieve their community dreams. Through this the community became aware of their priorities, they dream together and importantly CLCP guide them how they can be empowered. In this case, it helps the government in eradicating poverty.

Thank you for sharing that development in the Philippines. I was wondering if there is any possibilities to get more detailed information on the process used by the initiators of the activities. A report or a concept note if any.
