Local government supports community for local action

The dream of Patient support group (PSG) in Junga Panchayat, Himachal, India had focus on health. We have set up PSGs in a large number of villages and have used CLCP and SALT in 14 villages. Each PSG is composed of patients with diabetes and hypertension, their families and village leaders, health workers and other stakeholders.

PSG wanted a village, which was green, clean and healthy. This is what came up during the dream building session, which I had facilitated. I got busy in follow up and trying to arrange the action planning meeting as after dream building and self assessment we did not have time to make the action plan. When I went to the village to finalise the date for action planning, I got to know that the PSG had already taken some actions in first and second week of July.

First action- For a green village, the PSG had decided to plan more trees in the empty space the village. After dream building, the members of Panchayat (local self government) in PSG approached the forest department to procure plants. The PSG with officials of Block Development Corporation managed to get 600 Deodhar plants for their village and nearby area. Three days prior to action plan meeting they started plantation. As it was difficult for them to plant such a large number of plants at one go, they sought help from students of local Technical Institute. This action is an example of community members partnering with the government forest department. Forest Department also wants support of the villagers. Forest Department, BDO and the community members will jointly look after the plants. The villagers will ensure that they do not send their animals to graze in this area.

Second action- Some members from the PSG including ward member, patient, members of Mahila Mandal (women group), Panchayat head etc got together to clean up the area of Junga Bazaar. This was dirty. They worked hard and now this piece of area is neat and clean.

Third action-There is one patient who has started going for a walk regularly at 4 am every day.

I am very happy by the actions of the PSG. It took time but the PSG did take actions. I had focused on health of the patients and was hoping that the patients will take action but the PSG had taken some other actions. They had sent me a message to join them for these actions but I did not receive the message. Now they are very excited and have invited me next month when they plan to plant more trees.

Nous avons mis en place des GSP dans un grand nombre de villages et nous utilisons le PCCV et SALT dans 14 villages. Chaque GSP est composé de patients atteints de diabète et d'hypertension, de leurs familles et de leurs chefs de village, d'agents de santé et d'autres parties prenantes.

Le GSP voulait un village vert, propre et sain. C'est ce qui est ressorti de la session de construction du rêve, que j’ai facilitée. Je me suis occupé du suivi et j'ai essayé d'organiser une réunion pour créer le plan d'action car, après la construction du rêve et l'auto-évaluation, nous n'avions pas eu le temps de faire le plan d'action. Quand je me suis rendu au village pour finaliser la date de la planification de l'action, j'ai appris que le GSP avait déjà pris des mesures au cours de la première et la deuxième semaine de juillet.

Première action - Pour un village vert, le GSP a décidé de planter plus d'arbres dans l'espace vide du village. Après la construction du rêve, les membres du GSP qui font partie du Panchayat (gouvernement autonome local) ont approché le département des forêts pour acheter des plantes. Le GSP et les responsables de Block Development Corporation  [BDO, association de développement des communautés] ont réussi à obtenir 600 plants de Deodhar [cèdre de l'Himalaya] pour leur village et la région avoisinante. Trois jours avant la réunion du plan d'action, ils ont commencé la plantation. Comme il leur était difficile de planter un aussi grand nombre de plantes à la fois, ils ont demandé l'aide des étudiants de l'institut technique local. Cette action est un exemple de partenariat entre les membres de la communauté et le département des forêts du gouvernement. Le département des forêts souhaite également le soutien des villageois. Le département des forêts, la BDO et les membres de la communauté s'occuperont conjointement des plants. Les villageois veilleront à ne pas envoyer leurs animaux paître dans cette zone.

Deuxième action - Certains membres du GSP, y compris un membre de la paroisse, un patient, des membres de Mahila Mandal (groupe de femmes), un leader du Panchayat, etc. se sont réunis pour nettoyer la zone de Junga Bazaar. C'était sale. Ils ont travaillé dur et maintenant la zone est propre et nette.

Troisième action - Un patient a commencé à marcher régulièrement tous les jours à 4 heures du matin.

Je suis très content des actions du GSP. Il a fallu du temps mais le GSP s’est lancé dans l’action. Je m'étais concentré sur la santé des patients et j'espérais que les patients passeraient à l'action mais le GSP a pris d'autres mesures. Ils m'avaient envoyé un message pour m’inviter me joindre à eux pour ces actions mais je n'ai pas reçu le message. Maintenant, ils sont très excités et m'ont invité le mois prochain car ils prévoient de planter plus d'arbres.

Tarun, 

It is beautiful to see how the dream and self assessment stimulate the actions. Perhaps the purpose of the action plan is to sustain the actions that have already begun? Do you think that the dream stimulated the actions or do you think that the self assessment also played a part? 

The other thing I like about your story is the way that people will help help when you want to do things. I have found out that we call Deodhar trees 'Himalayan cedars' and they look wonderful trees. I hope the community gets lots more.
