Improving integration of refugees in Switzerland

Over the WE of the 17thand 18thof November we started our collaboration with the organisation euforia (Switzerland) by a first facilitator’s training. The purpose of that collaboration is to build a common approach (Constellation & euforia) to support the various refugees’ communities in the country in their integration journey. During the extensive discussions we had with euforia staff, it was made clear that the SALT/CLCP would be critical to improve the engagement of a larger number of refugees. It will also give them a more structured way of working, for planning and implementation. However, the euforia methodology provides them with the necessary skills and tools for implementation of the Action Plans. Such collaboration will certainly be fruitful as our two organisations are based on the same values of openness, listening, recognition of strengths, learning by doing (the Ooouups ! culture of euforia) and the concern for having the human being at the centre of development.

We had in the room 8 potential facilitators from 3 refugee’s communities ; Sudan, Erythrea and Ethiopia. The training was also opened to other participants ; we had 4 persons from euforia (including our counterpart Haile) and 2 persons from Transparence, a Swiss business Company interested to use the approach in the mining sector. Because of the limited time (2 days only), we decided to give emphasis to the SALT through the 3 first steps of the CLC Process. I would like to mention particularly here the deep commitment and attention of all participants during the dream building exercise ; a mixed of refugees and residents discussed about an ideal integration, 25 years from now. 

We also managed a space for a SALT visit with some people from the Eritrean diaspora who joint us in the meeting room. In spite of that particular setting, participants could get a good overview of the way of working and the nature of the interactions during a SALT visit. « I had the feeling to be listened with high respect and attention as I was presenting our project. The sights and body language of the group made me happy to tell my story » says one of the members of the Erythream diaspora. The interactions within the group were also enhanced through sharing food prepared by the Ethiopian and Sudanese communities.  

That training is becoming a part of the euforia facilitators training which will culminate in the organisation of a larger event for all the refugees’ communities in March 2019. That event aims at stimulating refugees socio-economic initiatives so that they create better opportunities for development and integration in Switzerland. Our Constellation team (Loli, Simone and Luc) will continue to work with euforia to develop a systematic and well-designed training and event methodology in order to be able to replicate these efforts in other place with refugees.

Du 17 au 18 novembre, nous avons commencé notre collaboration avec l’organisation euforia (Suisse) par une première formation de facilitateurs. Le but de cette collaboration est de développer une approche commune (Constellation & euforia) pour soutenir les différentes communautés de réfugiés du pays dans leur parcours d’intégration. Lors des discussions approfondies que nous avons eues avec les membres d'euforia, il a été clairement établi que le programme SALT / CCV serait essentiel pour améliorer l'engagement d'un plus grand nombre de réfugiés. Cela leur donnerait également une méthode de travail plus structurée, pour la planification et la mise en œuvre. D’un autre côté, la méthodologie euforia leur fournit les compétences et les outils nécessaires à la mise en œuvre des plans d'action. Une telle collaboration sera certainement fructueuse, car nos deux organisations s’appuient sur les mêmes valeurs d’ouverture, d’écoute, de reconnaissance des forces, d’apprentissage par la pratique (la culture Oouuupps ! d’euforia!) et sur le souci de placer l’être humain au centre du développement.

Nous avions dans la salle 8 facilitateurs potentiels issus de 3 communautés de réfugiés; Soudan, Erythrée et Ethiopie. La formation a également été ouverte à d'autres participants. nous avions 4 personnes d'euforia (y compris notre homologue Haile) et 2 personnes de Transparence, une entreprise suisse intéressée à utiliser cette approche dans le secteur minier. En raison du temps limité (2 jours seulement), nous avons décidé de mettre l'accent sur SALT au cours des 3 premières étapes du processus de la CCV. Je voudrais particulièrement souligner ici le profond engagement et l'attention de tous les participants lors de l'exercice de construction du rêve; un mélange de réfugiés et de résidents a discuté d'une intégration idéale dans les prochaines 25 années.

Nous avons également pu organiser un temps suffisant pour une visite SALT avec des personnes de la diaspora érythréenne qui nous ont rejoints dans la salle de réunion. Malgré ce contexte particulier, les participants ont pu avoir un bon aperçu de la manière de travailler et de la nature des interactions lors d’une visite SALT. «J'avais le sentiment d'être écouté avec beaucoup de respect et d'attention lors de la présentation de notre projet. Les regards et le langage corporel du groupe m'ont rendu fier de raconter mon histoire», déclare l'un des membres de la diaspora érythréenne. Les interactions au sein du groupe ont également été renforcées grâce au partage des repas préparés par les communautés éthiopienne et soudanaise.

Cette formation fait désormais partie intégrante de la formation des facilitateurs euforia, qui aboutira à l'organisation d'un événement plus vaste pour toutes les communautés de réfugiés en mars 2019. Cet événement vise à stimuler les initiatives socio-économiques des réfugiés afin de créer de meilleures opportunités de développement et d’intégration en Suisse. Notre équipe Constellation (Loli, Simone et Luc) poursuivra son travail avec euforia pour développer une méthodologie évènementielle et de formation systématiques bien conçue afin de pouvoir reproduire ces efforts ailleurs avec des réfugiés.

Thank you, Luc, for your report and your comment below. Focusing on strengths is critically important, as you said.

Wonderful to work with a partner organisation that shares the same values!

I like a lot that there were participants in the workshop from the refugee communities. Which language was spoken? How will they be supported to take action in their communities? What will be the follow-up?

En terme de facilitation, je me suis rendu compte que nous pouvions parfaitement avoir la même qualité d’interaction que lors d’une vraie visite SALT, même si nous ne visitons pas les personnes sur place. L’enjeu est de préparer de manière appropriée les "pseudo-visiteurs" quant au but, à l’esprit et aux aspects pratiques des interactions.

Nous avons également eu de longues discussions sur la recherche des forces. Il est important de préciser que la recherche des forces ne signifie pas que nous ignorons les défis, les contraintes et les autres problèmes auxquels la communauté est confrontée. Mais l’évocation de ces aspects "négatifs" devrait venir des membres de la communauté et non du visiteur. Une telle dynamique dans l'interaction est importante. Ensuite, nous pouvons reconnaître ces aspects tout en continuant à révéler les capacités et les forces internes du groupe. Cette dynamique se retrouve dans le développement de la réponse locale: les premières énergies et ressources mobilisées pour faire face aux défis doivent venir en premier lieu de la communauté / du groupe. Ensuite, après les premières actions, nous pouvons envisager de rechercher des ressources externes ou d’accepter des ressources externes.

In term of facilitation, I realized that we can perfectly have the same quality of interaction as during a real SALT visit, even if we are not visiting people on-site. The issue is to prepare appropriately the "pseudo-visitors" on the purpose, spirit and practicalities of the interactions. 

We also had extensive discussion on the search for strengths; it is important to make clear that the search for strengths do not mean we are ignoring the challenges, constraints and other problems that the community is facing. But the evocation of these  "negative" aspects should come from the teller at community level and not from the visitor. Such dynamic in the interaction is important. Then we can acknowledge these aspects while continuing to reveal inner capacities and strengths of the group. It is the same dynamic that we have in the development of the Local Response: the first energy and resources mobilized to face challenges must come first and foremost from the community/group. Then, after the first actions we can envisage to look for external resources or accept external ones.

This is wonderful first step. Did you observe any dynamics due to diverse background? And one more, did you learn anything on facilitation?
