Developed countries utilize all of their production, but it is difficult for the developing and underdeveloped countries. Poor economy, lack of proper planning, corruptions, waste of money, political unrest etc. are the main obstacles for those countries.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">In Bangladesh, every year, farmers produce a large amount of crops and vegetables in several places. But many times they don’t get the logical price of their productions because of lack of sufficient market linkage and storage facilities in every rural area. In many countries, like Bangladesh, there are lack of sufficient storage facilities like Warehouse, Cold Storage, etc. for properly preserving the crops, vegetable and fruits in every rural area. Also the farmers don’t know the economically profitable alternative technology of preserving a system of those food items. There are some Warehouse, Cold Storage, Food preserving and processing zone, etc. in those countries, but many of them are totally unusable and some have poor maintenance and others are owned by the middlemen. In addition, corruptions are one of the main problems of those countries.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">For that reason, when the farmers produce <font face="Calibri">the huge number</font> of crops, vegetable, <font face="Calibri">fruits, etc.</font> they can’t preserve these specially the products get rotten. So<font face="Calibri">, either those products</font> are destroyed or rotten or the farmers sell those products to the middle man in a very low price <font face="Calibri">at</font> that time. Most of the time it is hard <font face="Calibri">for</font> them to earn the production cost. Though there are huge demands of those products in every area of a country, but the mischievous middlemen take the opportunity to buy those food items in a very cheap price. Because they know that there are no place and capacity <font face="Calibri">of</font> the poor farmers to store <font face="Calibri">these</font> products and have no market linkage and market access <font face="Calibri">at</font> that time. On <font face="Calibri">the other hand</font>, at first the middle men store those food items in their Warehouse and Cold Storage, some of them are processed and the rest amount <font face="Calibri">are sold</font> in the demanding areas of cities and towns in high price by making <font face="Calibri">an artificial crisis</font> of foods.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">In this way, many farmers can’t make <font face="Calibri">profit, though</font> they produce huge amount of crops, vegetables, <font face="Calibri">fruits, etc.</font> Sometimes they can’t earn the real production cost and lose money. The customers also lose money. So, what we say- the curse of bumper production?</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">Like Bangladesh, farmers <font face="Calibri">in</font> many countries, sometimes show their agitation by throwing crops, vegetables, etc. on <font face="Calibri">the road</font>, sometime arrange procession, road block <font face="Calibri">programs, etc.</font> They demand to establish Warehouse, Cold Storage <font face="Calibri">etc.</font> for properly storing and preserving the crops, vegetable and fruits in every rural area. Many political parties, social organizations, civil societies, etc. support their movement rather than showing the solution. And the farmers and rural area-people do not know the power of their unity to solve all their <font face="Calibri">problems</font> by taking united initiatives.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;"><font face="Calibri"><br/></font> Everyone knows that the developing and under developed countries have poor economy, which is the biggest obstacle of <font face="Calibri">the country’s development</font>. Several types of corruptions are another main obstacle of proper development. The Governments of those countries have no ability to do development work in every area at a time and because of several types of corruptions they also waste their money. So it is not possible for them to establish Warehouse, Cold Storage etc. in every rural area at a time.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">But it is more than easy to the farmers and rural people to establish <font face="Calibri">these</font> types of storage in their area by taking unite efforts. They need not to wait for the Government’s initiatives! If they <font face="Calibri">wish, they</font> can be united, form a group or organization; create a social fund by collecting money from the local people. They can also collect several types of goods, materials and gradually gather social assets and <font face="Calibri">saving</font> money for creating big fund. They should do all works under that organization by creating policies and guidelines which are suitable and friendly for them. The local rich men, NGOs, social and business organizations can also help them by donating money, materials, etc. or giving them <font face="Calibri">loans</font>. After gathering necessary money they will establish Warehouse, Cold <font face="Calibri">Storage, etc.</font> in their area by using that fund. Voluntarily the educated and technology sound people, scientists should come to help them <font face="Calibri">in</font> establishing these types of storage house and food processing zone. They can also share and train them with the techniques of using alternative technologies for preserving <font face="Calibri">the system</font> of various types of food items. The Government can give them some financial and administrative supports; even it can give them usable land for establishing those types of storage houses. Every <font face="Calibri">work</font> should be done under a friendly policy <font face="Calibri">framework</font>. The users pay money for using it and also maintain it. Local NGOs or social organizations also create this type of establishment not for <font face="Calibri">profit, but</font> <font face="Calibri">to</font> help the poor farmers.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">The Government of developing and <font face="Calibri">underdeveloped</font> <font face="Calibri">countries, especially</font> <font face="Calibri">in</font> Asia and Africa should encourage these types of social enterprises. The national and international NGOs, donors and voluntary organizations can aware the rural people to do it and encourage by supporting them; give them fund, technologies, <font face="Calibri">materials, etc.</font> Microfinance or financial institutions of those countries may give flexible loans with low interest rate to the social groups created by the farmers and rural people under a friendly loan policy. Also Government, NGOs and other social organizations should strengthen the value chain system and take initiatives to make market linkage for the rural farmers.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">If local people <font face="Calibri">in</font> every rural area can be able to build these types of social groups and establish Warehouse, Cold Storage, food preserving and processing <font face="Calibri">zone, etc.</font> in their area and get the usable technology for preserving <font face="Calibri">the system</font> of various types of food items, then the total scenario will be changed. Farmers will get logical prices and preserve the excess productions. Even the customers of several places including cities and towns will buy those items in logical prices. No crops, vegetables, fruits and other food items will be destroyed and country will properly use their most of the production. The farmers will export their excess productions to the foreign countries by using <font face="Calibri">the proper channel</font> of Government. No farmer will lose their production cost. And they will always try to produce <font face="Calibri">a huge amount</font> of crops, vegetables, fruits etc.</span></p>
<p><span style="font-family: tahoma,arial,helvetica,sans-serif;">The Government, national & local <font face="Calibri">NGOs</font> and civil societies should take awareness programs for the local people to do several types of development works by taking their own initiatives. They should know that they don’t <font face="Calibri">need</font> to wait for the Government, but by taking their own initiatives they can solve many social problems, they can create a <font face="Calibri">better</font> society, can eradicate poverty, do infrastructural development works etc.</span></p>

<p>Every morning one lady bike rider passes me when my bus gets stuck in the jam on the way to my office. She goes ahead to her destination by driving her Scooty easily and naturally on the wide and narrow spaces on the road as like as a man. Every day when I see her I give her a salute and admire her courage because it is Bangladesh, a moderate Islamic country by the constitution, where a big part of the people do not support from their mind to let the women go out from home for working…</p>
<p>Every morning one lady bike rider passes me when my bus gets stuck in the jam on the way to my office. She goes ahead to her destination by driving her Scooty easily and naturally on the wide and narrow spaces on the road as like as a man. Every day when I see her I give her a salute and admire her courage because it is Bangladesh, a moderate Islamic country by the constitution, where a big part of the people do not support from their mind to let the women go out from home for working purposes and open their identity to other men. They wish to detain their women, sister or daughter in the home and against doing their job, then this is too far for the woman wishes to drive a bike or scooty at this like of society and environment. So that, every day she faces odd looking and bad comments deliberate by many narrow minded people. Though I feel proud of her and hope that by seeing her so many women come out from their home and lead their lives independently, sometimes I also feel panicky for that lady bike rider and pray for her not to attack by the fundamentalists. Yes, I salute you, lady.</p>
<p>The women of many countries in the world especially in some countries of Middle East Asia including Saudi Arabia, Iraq, Iran, Afghanistan, Pakistan etc. have several types of religious and state restrictions to dissuade them from independence and rights. In the comparison with those countries women Bangladeshi women already go far ahead to acquire their rights. They come out from their home for work; they earn money by giving labor, some of their service holders, some businesswomen and they have played vital role in their family’s economic development as well as the country’s economy. In Bangladesh, there are many government, non government organizations and foreign donor and aid organizations who are working for women development, which are not possible in many conservative countries. And it is not new but very rare that a woman drives her bike or car in Bangladesh. Some brave hearted woman individual drive their own vehicle. BRAC and some other NGOs have appointed some women drivers for their official vehicles, some women NGO workers are doing their job related works and going job areas by cycle.</p>
<p>But what is the real situation of the most women of every non developed, developing and conservative country even also in developed countries? Are all of them able to come out from home bounds?</p>
<p>In comparison with the city women the village women are falling back in many cases. The city women get more benefits of modern education and livelihood than the village women. The village women are deceived from developed services. They have very little knowledge about their rights. Their world is too small. It is not only applicable for the women but also for all the village people. But why? In my views some of the reasons are government and society’s conservative mentality, the financial crisis of the state, city orientated development activities of NGOs. Most of the government, non government and international donor and aid organizations have mainly city based activities. They arrange most of their development based and awareness building programs, seminars, national-international conferences, several types of events, skill building programs etc in big cities but not in village or remote areas. So, where are the chances for village people to know and be aware about their rights and get modern advantages? It is true that, though microfinance organizations give the advantages of lending money to the women for their financial solvency but they have no significant role and programs to aware them about their rights and economic independence. Everyone should note these for future decisions about women’s development programs because these are not only happen in non developed and developing but also in many developed countries and their societies.</p>
<p>Conservatives, several types of social and religious dictums, superstitions etc. are also big obstacles for women’s development and empowerment. Many countries and societies have these problems and the women of those societies are falling back than other societies, because there are no scopes created by conservative governments and societies for the NGOs and international aid organizations for working on women’s development. And it is true that every country, both develop and non developed, has many conservative families who are so sensitive for their women!!!!</p>
<p>We know that economic independence is the main key for obtaining rights and empowering them. But, are those women get full economical independents who are earning money? Is my lady bike rider economically independent? I don’t know!!! But you, everyone agrees with me that, all women expect some of them, are not economically independent even though they play a vital role in their family and country’s economic development.</p>
<p> So, what should be done?</p>
<p>For women’s development and empowerment, those women who are pulling down the circle of conservative dictums can play a better role to bring out others. Also rights based awareness and several types of skill building programs can play effective roles for empowering them in every society. Government, non government and international donor and aid organizations should take several types of awareness building and development programs not only in big cities but also in villages, remote areas and small cities. Government should take initiatives to give modern education and develop the livelihood of village and remote areas. International and developed countries should create pressures to the conservative governments and give donations to the non developed and developing countries for women development. Everyone knows that a woman can play a vital role for the good and humanitarian development of her child. We also know, in future a bad child would be a thorn for develop and moderate counties by doing destruction works. So, developed countries should be aware about this and play more roles for women development in those countries.</p>
<p>Hope, one day, maybe we will not wondering seeing many ladies going to their destination by driving their own bike or car, it will seem very natural.</p>

<p>Many Government Organizations (GO), Non Government Organizations (NGO) and international Aid Agencies work in many countries for social and economical development. There are various types of projects and programs implemented for developing the socio-economic conditions of those countries, especially in developing and under developed countries. Since hundreds of years, the development agencies have been working in many countries only for doing various development issues. Thousands of projects-programs already implemented, many are running now and many projects will also run in future.</p>
<p>Many international Aid and Donor organizations give money, equipments, mental and physical labors etc to the GOs and NGOs for doing proposed and assigned development projects. Some of the foreign assistances are donation and others as debt. By getting those assistances, every GO and NGO try to successfully implement those projects.</p>
<p>But what are the outcomes? Maybe there are no sustainable results!!!!!!</p>
<p>There are several types of implementing body including monitoring cells in every NGO, Go and Aid Agency. Every organ of those organizations works for successfully completes the projects. Years after years, as many as projects have implemented and as much as money spent for those projects, but there are very few real sustainable outcomes which are successful to develop the project related society and objects.</p>
<p>If most of the projects have gained sustainable results then the whole scenario of the world (especially in the related countries) obviously go to positively changed.</p>
<p>But what are the problems?</p>
<p>Maybe there are some problems in the monitoring and supervision processes. Presently, everyone talk about the result based monitoring. But I want to put maximum emphasis into the sustainable result based monitoring and supervision.</p>
<p><b>If our monitoring and supervising authorities (Aid & Donor Orgs) aim to achieve sustainable result by their projects and appoint their monitoring teams to monitor and observe the projects works and cooperate the implementing authority to touch the project goals and gaining effective and sustainable results then the implementing authority (GO & NGO) really try to work for achieving the best result. And the whole scenario of the project related countries and peoples will be obviously gone to positively changes. The target people and areas, also the assisting and implementing authority enjoy the best and effective results of those projects.</b></p>
<p><b>Learning from the previous experiences and outcomes, every Aid & Donor organization, also the implementing authority (GO & NGO) should rethink about their monitoring process. It is very much essential to rearrange their monitoring and supervision processes and works for achieving the sustainable and effective results.</b></p>

<p>Many Donor organizations and countries of the world have been donating or lending billions of money as aid for long time in many third world countries and underdeveloped and developing countries for organising various types of social and economical development programs including poverty alleviation. Many countries do their development works by using the foreign assistance. There are many NGOs and Government Organizations establish for doing various types of development activities including poverty alleviation programs or works. We know, the aid expectant organizations prepare several project proposals and generally donor organizations or countries approve those proposals doing some changes or not to do any changes and give them fund, donation or debt to implement those programs/projects. After getting fund, those organizations or authorities try to finish their project within the project tenure and they publish a beautiful and good looking (successful!!!) project completion report and send it to funding organizations and many others organizations and authorities desiring further assistance for upcoming another projects.</p>
<p><b><i>But what are the roles of fund raiser organizations or authorities in the time of project implementation??????</i></b></p>
<p><b><i>Only doing MONITORING works or show some pattern of monitoring activities!!!!!!!!!!!!</i></b></p>
<p><b><i>What are the results of those projects? What are the achievements? In which purpose Donors give the funds? Have the implementers successfully completed those projects? What are the outcomes? Are those completed projects or programs bringing positive and helpful results for the related people, societies and the countries? What are the real pictures of our poor and non developed countries? </i></b></p>
<p>There are many questions arrive. Years after years, Donors have been funding huge amount of money in many countries for various types of social and economical development matters including poverty alleviation. <b>In spite of huge amount of donations, debts, aid and foreign assistance, yet there are no rational achievements of desired results in most of the foreign assistance taking countries. It is true, if the disbursed money and other assistance used in precise way and the donors and projects implementers gave their 100 % efforts to catch the expected projects goals and worked for bringing positive results for man kind, also for the society and countries, then there were some positive outcomes must be come in those countries. But the real pictures are not like that.</b></p>
<p>Where are the problems? Corruption is a common word and easy process to do in the developing and under developed country. Is it true there are various types of problems in NGO management and corruptions are already entered in there?</p>
<p>Or, what? – Unskilled country offices of Donor agencies? I want to believe that our every branch of our donor agencies is skilled.</p>
<p>Maybe our honourable Donor organizations and countries never search the answers of those questions!!!! Disbursing only huge amount of money as voluntary perspective is not the greatest work, but when that money help to improve the current circumstances of the target people and related society and area then the action of Donors come as a true greatest work.</p>
<p>But when the assistance of Donors cannot bring the proper results for which they disbursed fund, then we should rethink about it. Our honourable Donors should rethink and rearrange their actions for poverty alleviation and several types of social and economical development works in the developing and under developed countries. <p>Every farmer, also the government of every country, wishes to produce excess production of crops and foods in every year. It helps the poor farmers to earn more money and they can lead their life smoothly and gracefully. By earning more and more money everyone can gradually abolish their poverty. So, everyone wish to earn more money. It is also very true that excess production of crops is one of the most valuable indicators of creating and establishing food security for a country. And it helps to reduce food prices. So the government of any country wants and waits for excess production of any crops, foods and any other productive goods. It is true that when food or any goods prices are stay in lower position then every people of a country can increase their savings of money and solvency, lead their life in more pleasantly and it is very much helpful for poor people to lead a good time and reduce poverty by saving more money. People of those countries are happy and please to their existing government in that time. </p>
<p>Excess production of crops and foods helps the government and also the businessman to preserve more and more foods for future.</p>
<p><b>But is it brings always positive and helpful result for every farmer especially in undeveloped and developing countries?</b></p>
<p>Maybe it is not. Developed countries have the sufficient capacity and mentality to give subsidy to the farmers to reduce their production costs. But it is not so easy to execute in undeveloped and developing countries. Because of, they have no sufficient capacity to subsidize the poor farmers due to their economic condition. Sometimes the mentalities of those governments are not friendly for poor farmers rather than the middle men/brokers or businessmen who are the partisan of those governments. Corruption is one of the main obstacles for every kind of good actions in those countries.</p>
<p>When the production costs of crops exceed the selling prices then the farmers suffered. They lose their money rather profit. It is very hard to gain benefits of excess production for them. They become disappointed. So some of them quit to another job or work and some feel hopeless for their future cultivation. These can’t bring good for future production for any country.</p>
<p>If the government wishes to solve these problems and wants to continue the excess production of crops for build up a strong food security for their country, they should work friendly for their farmers not for their so-called partisans who work as a middle men, brokers or businessmen and wear away the profits.</p>
<p>The government of undeveloped and developing country like Bangladesh can do something good for farmer and agricultural labors.</p>
<ol>
<li>They can give subsidy on production costs of crops.</li>
<li>Government can take initiatives lending Agricultural sector Microcredit and SME loan where interest rates will be lower and reasonable and opportunity for grace period in repayment the loan to lender.</li>
<li>Government starts or manages micro insurance, crop insurance etc for farmer and agricultural labors.</li>
<li>Fix up selling prices which are profitable for farmers. And should take proper initiatives so that the government institutions and businessmen willing to buy crops and foods in those fixed prices. </li>
<li>The government should collect and preserve more crops and food items for future by buying those items in that fixed prices.</li>
<li>Export the excess foods and crops and earn foreign currency to strong the economic conditions.</li>
<li>Government can encourage the private sectors, businessmen to collect, preserve and export the excess foods and crops.</li>
<li>Government should think about the farmers not for its partisans. It should do everything in favor of farmers, labors and producers.</li>
</ol>
<p>Everyone should realize that if our farmers live fine then we live also fine. Now Micro finance organizations help them to start a small or medium business and by getting these opportunities they can earn and help others to be solvent women.</b> Now they can income money for themselves and able to contribute in families which wasn’t thinkable in few years ago in development and under developed countries. They also play a good roll in the economic growths of those countries.</p>

<p>Maybe not, especially when the person is uneducated.</p>

<p>In developing and non-developed countries, most of the poor women are uneducated or have little education. They have no clear idea about law and rights. They are deceived from modern technology in their own life. In addition, they are in the dark about modern and developed countries, societies, and cultures and status and situation of women of those arenas. For this reason, they can’t play a vital roll in decision-making process in their families. Also, can’t use their earned money as their willingness. Only education can change and improve their existing life and livelihood to a beautiful and brightening life.</p>

<p>The women business persons who have no education or little education and have no facility or opportunity to learn and use the modern knowledge and training, have also faced the same problem at their small and medium business institutions. Without taking proper education and useful training no one can empower own self. Also no one or organization can empower others.</p>

<p><i>When Micro Finance organizations are lending micro credit to some people (most of them women) then they have only trained the borrowers about their proposed works or projects. However, it is same in garment sectors. But, there are no scopes to educate the workers about several matters that are helpful to smoothly lead their life and empowering themselves.</i></p>

<p>So we should to think, in which way women will be really empowered.</p>

<p>If we aren’t able to educate our poor women we can’t fully empowered them. We should teach and instruct them about several subjects that are valuable for their life. If they can’t read and write then teach them how to read and write. They have to aware about their rights and law and encourage playing a vital roll in family’s decision-making process. In this way, our women can really empower themselves.</p>
