<p>May I kindly share with you this short paper that largely draws learning from Mauritius in the first quarter of our partnership with MCB FF in the context of applying CLCP/SALT in the issue of drugs.</p>
<p>We explored the power of appreciation and its impact on stigma among people using drugs and their families. In the spirit of appreciation, enormous strengths of reconciliation were evident and over flows to neighborhoods were inevitable.</p>
<p>Being mindful as a team to the link between home care and neighborhood change was a co-factor that really helped platform members, local community facilitators and their communities turn around the drug related stigma. </p>
<p>Tipping points!</p>
<p>Relational links ...observers discriminate initially but if asked for their story they and other neighbors will acknowledge their shared concern...ie person centered confidentiality in the home...issue centered shared confidentiality in neighborhood...the fulcrum of expansion of response as people were stimulated to focus on what matters to them (The one or two or three family members in drugs and how that has impacted their relationships and livelihoods)</p>

<p>We know and have learned that, health services and health systems 'alone' are not sufficient but rather an integrated care and prevention strategy interwoven with community conversations that are counseling in nature will turn around the epidemic?</p>

<p>Renaissance is one of the Mauritius Drug platform members. They are actively involved in the Platform actions. Over the last two months, Constellation Coaches have been simultaneous stimulating the Platform, Platform members to begin to integrate SALT/CLC in their context. Over the last 2 months period Coaches have been visiting (through invitation) platform members to learn and appreciate the work they do. As part of platform level process facilitation - strengths based way of working, varied excitement has been generated.Renaissance, among others invited the team to explore together how to best integrate CLC/SALT in their Context. </p>

<p><strong>first step to get started</strong></p>
<p style="text-align: left;">Through the invitation of the team of 6 including the president of the NGO, we began by exploring SALT in the context of home, to strengthen our behavior in line with SALT during practical field experience, and further exploring more avenues for practicing SALT in our daily life. Three key opportunities were identified to get us going: In our own families, work place and Communities. </p>
<p>To follow up to the plan, the Renaissance invited the Constellation for a follow up visit on 23 April, 2014. The host team organised 3 home visits. Part of the organization members could not join during the visit but were readily available and willing to prepare and debrief on the visit together. </p>
<p><strong>SALT opens more windows: - more invitations, stirs up curiosity, willingness to participate with others, to include other family members during the next visit,,,,,</strong></p>
<p>"what is happening to that home you are visiting, may be we have missed some thing, could we know also,we can help too.....oh yes, could you also come and visit us . we are next door", Neighbor in Mahebourg Community</p>
<p>" we need to follow up the 3 invitation we got today. We can revisit the same homes but also we can go to the new homes invited. We are now getting more invitations," Brigitte - Renaissance.</p>
<p>" My son used to take all his money out there for drugs. That's how he could spend his income. Today he brings the money he earns back to the family. He his helping his elder brother to support the family. The whole family is glad that he has gotten out of drugs and he is doing well with his Methadone treatment plan. He goes to work every day" Mama *Saraih - Mahebourg community. </p>
<p>"The reflections are so good that we hope all of us can join. 1st of may is a good time, when all of us are off duty, at least to participate in these visits'', observed the NGO president.</p>

<p style="text-align: left;">Our week ends with some magical reflections from SALT visits to homes and conversations with majorly Heroin(Brown Sugar) Injecting Drug Users(IDUs) in the most 'perceived' insecure zones in Port Louis. During the Visit we have conversation with Health staff in 3 Methadone distribution Center run by the Ministry of Health under the Drug Unit. We are invited by Dr Anil to accompany him during the visit. He is Responsible for the Methadone Program in the Whole of Mauritius and he is in <a href="http://storage.ning.com/topology/rest/1.0/file/get/2540688426?profile=original" target="_self"><img width="150" src="http://storage.ning.com/topology/rest/1.0/file/get/2540688426?profile=RESIZE_180x180" width="150" class="align-left"/></a>the journey of facilitating the Delivery of Drug Control Master plan for the Country before the next Budget. He see the links on how a link and a combination of community engagement strategy and Harm reduction interventions (done at health facility level) being implemented by the Government can turn things around. In his reflections;</p>
<p style="text-align: left;">'' The drug addicts were surprised to see the Team together with Doctors visiting. They have never experienced this before. They come to the Health facility to see the Doctors and other health staff whenever they have health problems. Constellation approach is very different,during the conversation, the patients feel encouraged - helps them feel they are worth. I wish all Health/social workers could learn this approach, "added Dr Anil. </p>
<p style="text-align: left;">" We are changing, we are getting better and our health is improving. We have families and children and we need to work and earn a living. Our concern is that, we can not get certificate of good conduct to enable us get jobs," Drug addict - Saint Croix Street. </p>

<p style="text-align: left;">Yesterday, 24 March at around 6.15pm local time, the Constellation Coaches(Onesmus and Joke) working with the Drug Platform in Mauritius visited one of the plat members in Rose Hill as part of the ongoing Learning, Appreciating visits. The centre brings together the beneficiaries at least once a week to continue learning on various topics. The centre staff use this opportunity to make follow up with the drug users as well. This has proved useful in dealing with relapses - a major challenge in the drug response. The Centre staff, and on a power point took the beneficiaries through ‘Autonomy’ learning session. This was useful as they learned and reflected on various related examples on the subject from real life encounters. We stayed in for the two hours session to listen, learn and appreciate what these guys were doing. At the end, the facilitator asked if we had any questions from our side. This was towards the end, we thought of a conclusion that would stir up celebration. This was really a powerful question, generated energy and many wanted to share. There was lots of evidence that a lot has changed in the lives of these friends. There was only one opportunity to share about the <span style="color: #0000ff;">FRUITS</span> in their own lives. The outreach focal person invited us back, and perhaps join him during the community outreach visit next time.</p>
<p style="text-align: left;"><strong><span style="color: #0000ff;">What is the fruit that you see and are proud of it in your life today?</span></strong></p>
<p style="text-align: left;">…..people in the neighborhood were wondering where this man was. They thought, he had died or maybe he was in prison. These were all the options they could think of because I was really a bad man. Really a bad man and deep into drugs. Essentially I was not dead as they thought. I was out here at this Solidarity Centre for rehabilitation. This was a nice place for me; the change that came to my life was Phenomenal. I went back home, the neighbours could not belief it. One neighbour who was talking ill about me came to seek help for his son who was in drugs too. I got involved in helping my neighbourhood in the issue of alcoholism and Drugs, and today I am fully in this centre to help others. <p><b><span class="font-size-3">World Fish/Constellation Partnership: AAS Competence Development in the Solomon Islands:</span></b></p>
<p>The Constellation in partnership with the World Fish Centre, is implementing the project – Towards Competent Communities in Aquatic Agricultural Systems in Bangladesh, Zambia and the Solomon islands. The project commenced in April 2004. The overarching objective of this collaboration is to work towards greater empowerment of communities dependent on Aquatic Agricultural System and to invest in long term development.</p>
<p>The specific objectives are to identify and implement joint Research in development approaches through the CGIAR Research program on Aquatic Agricultural Systems(AAS); build community capacity to lead Research and Development initiatives in the places where they farm, fish and sustainably manage their Aqua-Culture natural resources; and strengthen capacity among CGIAR staff/ Partners working within this Community settings.</p>
<p>In the Solomon Island, a 3 day learning event (28-30, August 2012) on community engagement through CLCP was organised by World fish and facilitated by the Constellation Coaches. The event brought together 9 World fish staff to help strengthen AAS rollout process at the Country level through CLCP.</p>

<p><span class="font-size-3"><b>The Learning Event helped generate three Concrete Outcomes;</b></span></p>
<ol>
<li>WF staff in the Solomon Island became more aware of who the Constellation is, appreciated what CLCP is about, how the community engagement approach/process could add value into their AAS roll out process including integration into other running Development programs within the Solomon Island.</li>
<li>Generated deeper insights, Confidence and further enhanced Competence among the WF staff – who in the following week - after the learning event took lead to facilitate the Community consultation workshop that brought together Community champions from (Central, South and Northern) parts of Malaita province- The first AAS roll out Hub in Solomon Islands.</li>
<li>Further simulated by the approach and became Passionate – an invitation for further support during the 2<sup>nd</sup> Hub roll out in the Western Province by the Constellation in 2013 was extended.</li>
</ol>

<li>Simple for community and easy to work on.</li>
<li>Process is relational – helps build and deepen relationship with communities. It helps brings comfort and more listening to the community.</li>
<li>Cultivates a deeper sense of ownership, self worth by communities through facilitation by facilitators who have to be SALT in their way working and thinking. However, this requires time to develop.</li>
<li>Dreams will always change over time.</li>
<li>As an organization, we should recognize and embrace CLCP approach and process and its importance into our Research and Development work.</li>

In their journey(Rwandes), one of learning from their History to make a bright future - was symbolic and its meaning was profound. People working half day and participating in community conversations in the later part of the afternoons through to the wee hours of the evenings.</span></p>
<p><span class="font-size-3" style="font-family: trebuchet ms,geneva;">Indeed, the Country is not static, but making huge progress towards healing and reconciliation. On the tuesday afternoon, Ian invited me to accompany him during a visit to Kigali Genocide Memorial,. A memorial site, an archive, but a centre for seeking solitude. As we walked round through the quite rooms,with our eyes glue on the wall full of images and phrases drawn from Tutsi/Utu Genocide history, i was really touched and began to reflect on a few questions that could deepen and enhance learning from this experience?</span></p>
